Research On The Role And Mechanism Of Agriculatural Standardization

With the advance of China's agricultural modernization, agricultural standardization becomes our developing direction. From 1996, most regions throughout the country put forth implementing the agricultural standardization. After then, the Ministry of Agricultural proposes many measures for development of standardization. In 2005, the Ministry of Agriculture proposed the agricultural standardization as the main task of agricultural and rural economy. Agricultural standardization uses the principle of simplification, coordination and optimization, through making, implementing and supervising standards, and realizing the agricultural standardization, before, during and after the whole process. We promote the healthy and sustainable development of agricultural industry through deepening the application of standardization.At present, our agricultural industry still has many problems, such as low efficiency of agro-technical popularization system, agricultural standard system isn't consistent with the international standards, low efficiency of agricultural circulation system, food safety incidents happen frequently, downstream producers are not fully integrated etc. The application of agricultural standardization provides a powerful tool for solving these problems, and effectively improves our competitiveness. Its effect includes: agricultural standardization promotes the application of agricultural science and technology, improving to connect the world trade, helping to establish an effective and safe produce circulation system, being the fundamentals of food safety problems, promoting collaborative production.However, the effect mechanism of agricultural standardization in the production, consumption and food safety field needs much more study. Only further understanding these, we can promote agricultural standardization work in practice, and provide useful theoretical and practical guidance.Domestic literature theoretically discusses the conception and role of agricultural standardization, and mades some achievements. However, the existing literature lacks the empirical studies of the role of agricultural standardization, and the theoretical framework of signal transmission mechanism of standardization, and the cooperation mechanism between producers and processors.In view of the above shortage, this paper uses the microeconomics (includes game theory, information economics), econometrics, statistics, the standard economic theories to systematically analyze the theory and empirical issue of effect of the agriculture standardization, and the theoretical issue of quality signal transmission mechanism of standardization, and the mechanism of fraud between producers and processors. Specifically, this paper can be divided into five parts: The first part is in chapter 1-2: which provide the research background and literature review. we firstly introduce the concept and connotation of standardization, and further analysize the problem of agricultural industry in our country, and the role of agricultural standardization. Then this paper gives the research background, research contents, the research methods and innovation. Futhermore, literatures correlated on standardization in domestic and foreign research field are reviewed and summarized in order to make clear the existing literature and the research direction. The second part is in chapter 3-4: this paper starts the study of agricultural standardization. The implementation of agricultural standardization and its theoretical and practical problem is studied. Based on the practice of Shanghai in building agricultural standardization zone, we focus on empirical and case study. In the end, the process and mechanism of agricultural standardization is concluded.The third part is in chapter 5: according to the issue between the standard and consumer behavior selection, this paper builds a model to discuss the quality signal transmission mechanism. We can use the model to analyze consumers' behavior under the application of different standards. We also give the empirical study on the Geographical Indication.The fourth part is in chapter 6: which discusses how to coordinate between producers and processors to apply the standardization in price system. We construct a producer model to analyze the fraud motivation and conditions. More, we take a case study on the Sanlu incident to prove the theoretical result.The fifth part is in chapter 7-8: which summarizes the comprehensive analysis on the front, and put forward the corresponding policy recommendations and the future study direction.The paper's main innovation has three aspects: First, we analyze the role of agricultural standardization in food chain by use of economic methods. Based on the analysis and summary of agricultural standardization role, using the econometrics and statistics methods, we make empirical research on all kinds of functions and roles of agricultural standardization. These studies provide empirical basis to deepen the theoretical studies of agricultural standardization role, and such a comprehensive and systematic empirical research content is rare in the existing literature. Second, from the consumer's point of view, we first construct a consumer model to quantitative analyze the signal transmission mechanism of produce standardization. The paper provides the analysis framework for further theoretical study based on the perspectives and methods innovation.Third, on the analysis of the coordination between the upstream and downstream producers to promote the application of agricultural standardization, we construct the quantitative game model to research on food safety issue. This paper's theoretical analysis method provides analysis framework for further research on fraud.The positive and empirical research on role of agricultural production standardization finds that: After the implementation of agricultural standardization, agricultural technology progress rate and contribution rate was growing, agro-standardization improves farmers' technical level, promotes technology application, raises agricultural productivity; After carrying out agricultural standardization, the qualified rate of agricultural products is significantly higher, demonstration improves agricultural product safety and quality level through expanding green food and organic food planting area, using low toxicity alternative fertilizers and pesticides; Agricultural standardization effectively improves the agricultural economic output and value per acer, produces economic benefits; In addition, the agricultural standardization also increases farmers'income, promotes successful experience, drives the development of downstream industry, results in the good social efficiency; By regulating the use of pesticides and chemical fertilizers, expanding the acreage of pollution-free, green food and organic food, we realize the sustainable development of agriculture with ecological benefit. In the consumer market, agricultural standard provides the consumer the channel to detect the produce information, which effectively reduces the uncertainty of market information, and reduces the cost of searching, eventually increases consumer welfare. In the food industry, the producers'adulterate motive sources from the uncertainty of quality information, which sharpens conflicts of interest between small farmers with large enterprises. The imperfect information context provides the opportunity for adulteration. The farmer's fraud behavior may produce negative influence for food chain, finally affects the healthy development of the industry.From the height of the food chain, and the relationship between producer, consumer and producers, this thesis studies the role of inner logic and mechanism of agricultural standardization in the production, consumption and food security area. We use quantitative economics and empirical research methods to analyze those issues.
