Role Of Quality Supervision Agency In The Enterprise Standardization: A Case Study Of Qingxin

With the rapid development of China’s economy in the speeding-up trend of economic globalization, the production conditions of enterprises increasingly experience a long-way modernization; and accordingly the production standard actually constitute the most important base of product qualification as well as the key link in the industrialization & marketization process of innovation technology. Combined with industrial policy, standardization strategy becomesan important means of both adjusting industrial structure and eliminating backward production capacity thus it absolutely occupies the commanding height point of the economic, scientific and technological competition. In Qingxin case, there are common lagging issues of enterprise standardization construction: formost enterprises,standards for the record are actually not executed in the process of production and management; due to the limited regulation power and financial resource, the roles of Quality Supervision gency can not peform their duties as law requires. Undoubted, the effective regulation of Quality Supervision Agency will be of great value for accelerating the process of the enterprise standardization construction. For this research purpose, this paper adopts literature analysis, questionnaire survey and in-depth interview method, with the combined utilization of qualitative and quantitative analysis plus comparative study on the practice experiences of the same subjects home and abroad. On this base, several concrete problems are figured out, e. g. absence of regulatory role, passive regulation and lack of biding law enforcement. at the end, several solutions from both regulation behavior perspective and regulation capability perspective are put forward, for the perpose of exploring the development of standardization management and quality supervision.
