Evaluation Study On The Role Of Agricultural Standardization

Agricultural standardization is the foundation of modern agriculture. And it’s of vital significance to the development of rural economy, promoting the agricultural technology, improving the quality of agro-products and enhancing the export capacity. In recent years, under the guiding of the Ministry of Agriculture and local governments, the implementation of agricultural standardization has obtained remarkable achievements. The role of standardization in promoting the industrialization and increasing the profits of agriculture is getting more important. The specific size of the role and the way to accurately evaluate the effect are the key points of the study of agricultural standardization. This paper summarizes the current research on the evaluation of the effect and benefits of agricultural standardization, and attempts to analyze the role of standardization quantitatively in the base of results of comprehensive evaluation.This study gives a comprehensive overview about academic discussion on the role of agricultural standardization, and analyzes the mechanism with the theories like market failure, economies of scale, transaction cost and the industrialization of agriculture. Based on the theoretical discussion, the paper analyzes the overall situation and problems of standardization of the black fungus planting industry in Jilin Province, and studies the implementation of growers with descriptive statistics and comprehensive evaluation. Then, the study takes the result of evaluation as the standard variables and analyzes the role of standardization in promoting the black fungus planting industry with the adjusted C-D production function quantitatively. The conclusions are as follow:Firstly, agricultural standardization has significant role in promoting the output growth of the black fungus planting industry in Jilin province. According to the results of model analysis, the coefficient of the variable of standardization is0.7737. If the comprehensive score of standardization is0.3, the actual output will be26%higher than the basic output. And if the comprehensive score increases by0.1, the output will increase by8.04%. Since the standard action of black fungus farmers is not so well, it would be significant to promote the implementation of agricultural standardization.Secondly, the implantation of agricultural standardization of black fungus planting industry in Jilin province has obtained certain result, but there exists some problems on the micro level. Based on the marketization and scale of black fungus industry, the construction of standardized demonstration area and production organization has improved the level of standardization significantly. However, the implementation of standardization of farmers doesn’t look good. There are some problems with the records, guidance, supervision and training. The organization of production and certification of products are also not going well. According to the comprehensive evaluation, the average score of the synthesis score of standardization is0.3119, and92.06%of the farmers are located in the middle and lower levels.Thirdly, agricultural standardization is meaningful to the development of agricultural industry. The theoretical discussion suggests that agricultural standardization has the nature of public goods and has significant positive externalities. With the perfection of the system, standardization could reduce the cost of information asymmetry, negotiation and supervision of the contracts, and the loss of fraud. Standardization could promote the rational allocation of resources, the application of agricultural technology, the realization of savings and agricultural scale management. What’s more, standardization is the foundation of the industrialization of agriculture.
