Study On Development Of Weifang Marine Industries

Mighty ocean is rich of resources. Nowadays more and more countries and regions have the development of marine resources as an important subject. Shandong peninsula as the first economic erea charactered by "blue economy", the coastal cities in Shandong province are facing with good opportunities to develop marine resources, to cultivate marine industries and to advance marine economy. Marine resources in percific area are heterogeneous and marine industrial base in percific area are heterogeneous, too. Whereas the marine industries is a composite of industry group. It involves many kinds of industries of the three major industries in national economy. By concerning the resources endowment, industrial base and regional industial division, it is extremely important for the development of "blue economy" to select leading marine industries in terms of theoretical significance and practical value.Based on theories of regional industrial division & cooperation and marine industrial structure, this paper analyses the background of development of Weifang marine industries, and thus summarizes the oppurtunites it faces. This paper analyses the social & economical base and natural resources & factors of Weifang marine industries, and thus summarizes the advantages it has got. This paper also analyses Weifang marine industrial performance such as the evolution process of Weifang marine industrial structure, advantages of industrial structure & competion and ecological effects, and thus summarizes its developmet history and industrial quality. By theoretical analysis and experts suggestions, this paper summarizes composite standard system to select regiona leading marine industries based on improved "diamond model". This system consists of six selection criterias:supply factors, demand factors, enterprise behaviors, ecological environment, the government and opportunities. As weights of indicators, that of the first level index applies linear weighted average and that of the secondary index applies AHP (Analytic Hierarchy Process). Furthermore, this paper selects the leading marine industries of Weifang by using the data that got from census data analysis, questionnaire survey of experts and typical enterprise survey. Finnaly, in connection with result of Weifang leading marine industries selection, this paper dicuss founctions of local government in industry development, and then bring forward some measures that local government may implement in the procedure of industry development. The measures involve the following three aspects: industrial policy, public service and regional coordination.This paper argues that regional elements supplies, market demands, enterprise behavior, ecological environment constraints, the government and development opportunities have important impacts of industry development, and while regional leading marine industries selection may reflects the comprehensive requirements of these six factors. Composite standard system based on improved "diamond model" consideres the selection of regional leading marine industries synthetically. It avoids one-sideness of the research, enriches and advances the research methods of leading industries selection theories, and further expands research fields of the industrial structure theory. Joint use the methods of AHP & Topsis making the result closer to reality.This research has great reference value for the regional leading industries selection, formulating corresponding industry policies and avoiding ecological environment destruction caused by blind expansion and disorderly competition.
