A Study On The Choice Of Regional Marine Leading Industries Under The Sustainable Development Reference

The ocean as the cradle of human civilization development, provides rich energyresources, biological resources and food resources for human society, and plays adecisive role during the development of human society. As land power, China isalso a maritime country which has rich marine resources. In the recent years, with theimplementation of the strategy of the development of marine economy in differentregions of China, marine economy has made rapid development, the people in thecoastal areas is improving their living level. But, at the same time, we also have toface the serious environmental problems brought about by rapid economicdevelopment, such as lack of marine resources, marine environment worsening and soon. Therefore, we need to the sustainable development of marine economy.The sustainable development of marine economy, mainly rely on the sustainabledevelopment of marine leading industry. Based on previous studies, this paperprovides theoretical basis, index system and assessment scheme for the regionalmarine leading industries under the sustainable development reference. Thetheoretical basis includes the theory, the regional marine leading industries needingsustainable development and the meaning of regional marine leading industries underthe sustainable development reference; the construction of index system mainlyfollow the practicability, maneuverability, and the level of principle, and select theeconomic development, social progress, and environmental protection, including12indexes as the basis for evaluation; evaluation scheme adopts principal componentanalysis and entropy method, which avoid the subjective factors. Among them, in theconstruction of index system, due to some environmental protection index lacksmarine industry data, the method of grey correlation calculation is the highlight of thisarticle. Finally, this paper takes Qingdao city as an example. Based on the systematicallyanalysis of Qingdao city society, marine economy, marine environment, this papertakes empirical research for Qingdao marine leading industry using the theory of thechoice of Regional Marine Leading Industries under the Sustainable DevelopmentReference, index system, and evaluation method proposed by this paper. The resultshows that as the alternative proposals for regional marine leading industries underthe sustainable development reference, Qingdao should select coastal tourism industry,port transportation industry and marine bio pharmaceutical industry as first choice,marine fisheries, marine salt chemical industry, ocean shipping industry and marineengineering construction as second choice, seawater utilization industry as thirdchoice. In addition, this paper also provides suggestions and proposals for thepriorities and direction of future research of the choice of Regional Marine LeadingIndustries under the Sustainable Development Reference.
