China is a big agricultural country, and the rapid development of agriculture is very important for regional economic development. The agricultural must be developed rapidly and raise the science and technology content for realizing the average GDP increased to medium-level developed countries. With the change of global climate and environment, more and more countries have pay attention to the problems about the water resources crisis and take a series of measures to improve the present utilization of water resources. The total of water resources is large in china, however, the average level is low and uneven distribution is very serious in time and space. Especially north west areas, the shortage of water resource has influenced the sustainable development. According to statistical data, agricultural water consumption is 60% of total water consumption, thus it is very important to develop the Water-saving agriculture for relieving water shortage. Water-saving irrigation technology is key for water-saving agriculture. Therefore, Researching water-saving irrigation technology will influent the water resources utilization and sustainable development of economy.Theory analysis and empirical research as the main methods are adopted in this paper. The main research content include: (1) Review the agriculture technology diffusion, water-saving irrigation technology diffusion, and the research metnods and thought of water-saving irrigation technology diffusion. (2) Discuss and distinguish some concepts so much as technological innovation, technology diffusion and technology popularization. Then, analyze the characteristics of water-saving irrigation technology and the application range. At last, water-saving irrigation technology diffusion is analyzed as the dynamic diffusion process. (3) Introduce and summarize the successful experiences of water-saving irrigation technology diffusion in Israel, America and India. At same time, summarize some successful experiences and failure lessons about water-saving irrigation technology diffusion in china, and analyze the reasons. (4) The influential factors about peasant's adoption to water-saving irrigation technology is analyzed in the view of peasant, water-saving irrigation technology, natural conditions, water price and government policy. (5) Based on the investigation data of Shanxi province, some influential factors for peasant's adoption technology is researched so much as farmer's endowment, water-saving irrigation technology, natural conditions, water price and government policy and so on. According to the investigation data of Shanxi province, Logistic model is used to quantitatively analyze influential factors about peasant's adoption to water-saving irrigation technology. (6) Summary the whole paper and give the conclusions and the policy suggestions.The main conclusions in this thesis are as follows: (1) The ages, education levels and economic situations of household endowments obviously influence farmer's adoption to agricultural water-saving irrigation technology. (2) Farmer's adoption to the technology vary with the terrain and climate of the different areas. (3) Water price is one of influent factors which affect farmer's idea, however, its influence is too high. (4) It is very obvious that Neighbor's exemplary role on other farmers because of traditional concept and the cost of learning new technology. (5) The investigation showed that most of farmers believe the policy supporting and guiding are very important to farmer's adoption to water-saving irrigation technology, especially credit policy, Land Policy and Agricultural Subsidy Policy at el.
