Heilongjiang Province in2010proposed three-year increase of10million mu of paddy fields and paddy fields in the province reached50million mu of development goals, which put forward higher requirements for the protection of water resources in Heilongjiang Province. Rice is one of the main commodity grain in Heilongjiang Province, rice production accounts for the province’s total grain output to more than40%. The same time, Rice is also the province’s first major water users, accounting for96%of agricultural water use accounted for70%of the total water use in society. However, paddy Canal Irrigation District irrigation water use efficiency is only0.47, well irrigation area irrigation water use efficiency is less than0.8, the waste of water is very serious. So, therefore, vigorously develop the paddy field water-saving irrigation is the province by50million tons of grain production to the requirements of the construction projects,50million mu of paddy fields sustained and stable development requirements, it is an inevitable requirement of the national food security strategy.In the theoretical analysis, the use of farmer production behavior theory analysis carried out on farmers’ choice behavior, and Wuchang City farmers to adopt the assumptions of the rice water-saving irrigation technology influencing factors. In the empirical part of the home according to the Wuchang City, town, back three regions of the shadow of the Town and the dragon and phoenix Township survey data, empirical studies on farmers’ rice water-saving irrigation technology choice behavior. Firstly, descriptive statistical analysis, research and analysis of factors affect farmers using rice water-saving irrigation technology, draw relevant conclusions, and then using the SPSS statistical analysis software two Logisitic regression model the factors affecting water-saving irrigation behavior of farmers using rice parameter estimation.The results show that older farmers more reluctant to adopt water-saving irrigation technology in rice; the head of household with higher education, the more willing to understand and adopt water-saving irrigation technology in rice; the larger the area of rural households rice cultivation, the higher the proportion of rice incomefarmers more willing to adopt water-saving irrigation technology in rice; agricultural technology promotion department is the most important channels for farmers to obtain the technical information; a significant role in promoting government incentives and support policies for farmers using water-saving irrigation technology in rice; irrigation and water conservancy facilitiesthe complete area farmers with the enthusiasm of the rice water-saving irrigation technology. According to the conclusions, this study proposes to build the rice water-saving irrigation technology to promote investment and financing system, to increase efforts to government subsidies to build the farmers of agricultural water use incentives, to accelerate the land transfer and expand the scale of farmers cultivated land policy recommendations.
