With the expansion of the scale of tourism activities in Baoding, Baoding tourism development is faced with new opportunities and challenges.But the strategy of tourism development which can be oriented by market and attention to macro-guidance is the framework and the guiding document of tourism development,so we shoule formulate a strategy of tourism development for science ,thus it can promote steady and rapid tourism development in Baoding, play the "engine" role that tourism industry growth as the third pole , and finally stimulate the rise of the overall economy in Baoding.For enhancing the core competitiveness of tourism economy is an important means to promote the tourism industry competitiveness and achieve for the rapid development of tourism;developing the coupled coordination effect of Tourism economy and regional economy is the effective way to enhance the cooperation of regional tourism and optimize the tourism industrial structure.So this article analysis the core competitiveness of Baoding tourism economy, the interactive effect of tourism economy and regional economy by the use of factor analysis, vector auto-regressive model, time series regression method and so on.And on this basis, we put forward the general goal of tourism economic development strategy which makes "competitive"as the orient and " coupled coordination " as the channel, Then put forward six specific development strategies:the spatial distribution strategy of tourism economic development, the strategy of major tourist attractions, the development strategy of tourism source market, the development strategy of tourism industry associations, the development strategy of travel industry and the development strategy of the tourism between Bohai Economic Cooperation.These strategies have a very important strategic significance to optimize Baoding tourism resources and play the role of regional economic growth.In order to make Baoding specific tourism strategic planning to effective implementation, the paper at the end puts forward a strategic planning security system of tourism economic development.Through the implementation of financial security, organizational security, policy security, manage security, human security, resource security, project security and the safeguard policies to regional tourism cooperation in the preferential,to achieve healthy and sustainable development of tourism in Baoding.
