As a key part of coal industry, coal logistics is the bridge of coal production andcoal consumption and plays an important role in the national economy and socialdevelopment. However, the different parts of the current coal logistics system havehad a negative impact on the environment to some degree, and the impact has beenintensifying with the development of coal logistics system. The current coal logisticssystem should be improved with the consideration of environment by constructing aCoal Green Logistics System (abbr. CGLS) which is harmonious with the ecologyand environment to decrease the coal logistics system's impact on the environmentand improve the recycling of resources for the final aim of achieving the sustainabledevelopment of coal logistics. Based on the traditional coal logistics system, thisthesis, with the greening of coal logistics as the aim, studies the construction of CGLSand further optimizes it hoping to provide theoretical basis and reference for thegovernment in making coal green logistics industrial policy, leading and promotingcoal enterprises to carry out green logistics.Based on the analysis of the non-green factors in the existing coal logisticssystem, this dissertation introduces the idea of greening into coal logistics, defines theconcept of coal green logistics and then explores the need for developing coal greenlogistics. After the proposing of coal green logistics, it systematically analyzes theinternal and external influential factors in coal green logistics development and itsactive mechanism, constructs a theoretical active mechanism model of influentialfactors in coal green logistics and then measure analysis is conducted on the abovefactors by using structural equation model. Empirical tests show that the internalmotivation, external condition support and the stakeholder affection indirectly have apositive impact on the implementation will of green logistics by driving greenlogistics returns, and the internal barrier indirectly has a negative impact on theimplementation will of green logistics through green logistics returns; by contrast,policy system directly have a positive effect on the implementation will of greenlogistics, and green logistics returns have a positive effect on the implementation willof green logistics.Then, CGLS is constructed. An integrative structural model of CGLS isconstructed from the perspective of system science to realize the unification ofeconomic returns, social effect and environment effect in CGLS, and its structure andcharacters are represented in terms of infrastructure platform, information platform, application platform, policies and technical standards of coal green logistics. Detailedanalysis is made on the construction of CGLS with basis on supply chain, and stress islaid on the clarity of the fuction of CGLS. Based on the above, an operation model ofCGLS is established.Later on, CGLS is optimized. On the one hand, for the current situation andcharacteristics of China's coal transport logistics, a transport and deploymentoptimization model of CGLS is established by introducing the external costs of coaltransportation based on the thoughts of green logistics; then the deployment routes ofChina's coal resources is optimized through the computational example to find out theoptimal amount of transport and deployment of coals in various coal producing areasand demanding areas, and finally the external costs of transportation is estimated. Theresults are of important theoretical and practical significance in saving coaltransportation costs, reducing the energy consumption in the process of transportationas well as the impact on the environment as far as possible. On the other hand, thedynamics simulation model of coal green wastes logistics system is established. Threekinds of typical waste logistics model are obtained for sensitivity analysis. Simulationresults show that wastes in green logistics model is comprehensively utilized, bringingthe most significant addition of outcome value and able to achieve the coordinationand optimization of economic benefits and environmental benefits, compared withthat in light-green waste logistics model, and the traditional waste logistics model.Finally, the operation mechanism of CGLS is systematically designed. Based onthe analysis about the reasons for the insufficient impetus and their manifestations inthe development of CGLS, the benefit-driven mechanism, government incentivesmechanism, government restraint mechanism, technology promotion mechanism andsocial-demand-driven mechanism for CGLS are designed respectively. Concernedwith the fact that government as the external characteristics of coal logistics shouldhave a reasonable policy arrangements, a government incentives and restraintmechanism is designed to supervise and urge coal enterprises to carry out greenlogistics under the situation of asymmetric information and detailed analysis is madeabout the effect of government fixed allowance, incentives strength, inspectionprobability, supervising costs and penalties on the implementation of coal greenlogistics behavior. It comes to conclusion that the government policies to administrateand supervise the implementers of coal green logistics are absolutely necessary.There are72figures,26tables and258bibliographies in this dissertation.
