The problem of Income distribution is a big problem. It is not only the immediate interest of the masses, but also for the policy direction of economic and social development, has a profound impact. With the continuous deepening of reform and opening up, Chinese economy gradually shifted from a planned economy to market economy, productivity has been considerable development, overall national strength and people living standards improved rapidly, completed the third jump "survival-subsistence-well-off'. At the same time, according to work and participate in the distribution of production factors, residents'property income has been from less to more, and played an increasingly important role. Especially to improve people livelihood and social construction, the party congress clearly stated "create conditions for more people to have property income", which inspired the masses to the pursuit of property income. This is the further deepening in the area of income distribution, the innovations to building a harmonious society, the distinctive expression of people-oriented, people livelihood as the most important scientific concept of development, is the strategy path of choice on the income distribution from the national wealth to enrich the people in the next stage.Contact the property income of residents in the current situation, by 2010 the first half of the total, in the average urban household income, property income rose 20.7%, property income of rural residents increased by 21.3%, are not only much higher than the wage income growth, but also over the transfer income and operating income growth, the first four income in the National Bureau of Statistics released. In the socialist market economic system, the residents'property income is a reflection of the residents'property rights, so the dynamic evolution of residents' property income, this economic phenomenon, hid the logic path of regulations in cooperation with structure, which in reality, will raise the residents'wealth effect, consumption levels, expand domestic demand and promote economic restructuring. From mitigating the division of stratum, it will help to foster, strengthen middle-income groups, achieve common prosperity, and build a harmonious society. However, property income has the rapid expansion of the gap. According to experts'calculations, the current property income of residents in the Gini coefficient is 0.55, while the income gap in the Gini coefficients is 0.45, the unequal distribution of property is greater than the degree of inequality in income distribution, higher by about ten percentage points. With the base of the continuous improvement in people living standards, and continued growth in property income, the property structure has large changes, the property income gap is widening, then what is the property income gap of the residents in our country, how to change? This gap is fair? These are to answer in this paper. We look forward to a fair share of property income growth to increase household wealth and income, reduce income disparities, promote social harmony, the essence of the problem is to make property income in a proper state and timely adjustment with the economic development stage.In academic circles, the distribution of income has continued without interruption, from the classical school to Marxist economics, to the modern economic theory, income distribution has been closely watched by economists. However, from the whole process of income distribution, property income still faces a number of theoretical and practical issues, and needs to continue to deepen the study.This study will always be around the property income-the old and innovation full of speculative proposition, focusing on the structure and the gap analysis of residents'property income under dynamic evolution in the role of institutional changes and structural evolution. The traditional research is always limited by the surface analysis, in a pure income discussed under proposition, ignoring the value judgments, but this paper will attempt to sort out the system of residents'property income, linking gap and unfair by the dynamic evolution of property income; with situation of our country through the evolution of property income system, and urban and rural, regional, class structure of the three income progressive evolution of the logic, the property income analytical framework is established as the structure-gap-unfair.This paper has six parts, divided into eight chapters. The main contents are as follows: The first part, the chapter 0 is the introduction, which introduces the research background and significance, indicates contents and ideas, and explains the possible innovation and shortcomings.The second part is the general theory of analysis, including two chapters.Chapter 1 is the property income of the classic literature review. This article traces the ideological source of property income, from classical economics to Marx, to the modern Western economic theory, reviews the theoretical basis of property income, including the theory of income distribution and function of the scale of income distribution theory, and in recent years at home and abroad property income in the new research and assess the progress of the sort.Chapter 2 is the theoretical analysis framework, which defines the related concepts of property income, including property rights, property, property income; analysizes ncome, assets and property, the logical relationship between income; from the structure theory, system and institutional change and evolutionary theory, builds the theoretical basis of dynamic evolution of residents'property income by the following system and structure evolution of symbiotic co-ordination between the embedded.First, the Changes'process of residents' property income have broken the ownership structure, enterprise system, rural people commune system and the egalitarian distribution system before the reform, along with the establishment of socialist market economic system and distribution system reform to promote the dynamic evolution. This is not only the traditional genetic variation in the distribution system, but also is the new development of a new distribution system, reflecting the historic and customary procedures of the institutional change in the dynamic evolution, showing a dynamic, innovative evolution of special.Secondly, behind the strcuture evolution, it is the coordination of social interests, interests and income distribution changes and diversification. Therefore, a variety of different functions from the structure of the interaction of different subsystems posed by urban and rural, regional and class structure system evolution is bound to promote a corresponding impact and change the residents'property income; that is, the structure evolution guides the evolution of property income-dynamic, endogenous.logical process.Thirdly, by evolution of the structure and system, the research of urban and rural, regional and class of property income gap, will be a more integrated framework contributing to understand the causes and mechanism of property income changes of urban and rural, regional and class, investigating growth in property income of urban and rural areas, regions and class, accompanied by evolution of the structure and system.The third part is the system evolution, namely, chapter 3, mainly by historical and comparative analysis, which does a detailed review of the history of the evolution of property income before and after the reform and opening up.The fourth part is the structural evolution to undertake the system evolution of the third part, including the chapter 4,5,6, using standard and empirical analysis, qualitative and quantitative analysis, from three inspection, the urban and rural, regional and class, studying the changes of the residents'property income gap and structure in the double evolution of system and structure.Chapter 4, by analysizing the formation, changes, characteristics and causes of urban and rural structure, studies the situation of urban and rural residents'property income, then according to this definition of property income and the income of logic relationship and analysis path, with the Cobb-Douglas production function, builds a model between revenue structure and changes in property income. Then, the paper analysizes relationship between the variables of the income structure and property income, and then verifies the cointegration relationship between variables, in the long-run equilibrium relationship, focus on the wage income of urban residents in the contribution of property income, and wage income and operating income of rural residents in the contribution of property income. From the point of view of urban and rural structure and evolution of the system, wage income and operating income are the formation income of the initial distribution, indicating that the initial distribution system significantly affected the gap between urban and rural property income.Chapter 5, by the induction of regional structure, and the evolution of regional development strategy, analysizes the existence of regional income gap situation in the context of regional development strategy; then, by the double effect of market-based evolution of the property income, the introduction of market index shows the degree of the market in different regions has different effect to property income gap, verifying the theoretical hypothesis 2. Chapter 6, from class and social structure, firstly sorts out the differentiation and evolution of the stratification of social structurein in the institutional change; then, using the system evolution and symbiotic mechanism of the synergistic evolution, carries on a logical derivation for the expansion of class' property income gap, quantitative analysis, empirical analysis and cause analysis, verifying the theoretical hypothesis 3, which shows that the class stratification makes property income gap widened.Part V of that chapter 7, making a comparision about property income between chinese and foreign residents, compared the situation to investigates the increasing path and choice for foreign residents and the policy arrangements for government to increase property income, we can draw lessons from these to develop property income and regulate the income gap.Part VI is conclusions and policy recommendations, that Chapter 8 of this article. Firstly it summarizes the main conclusions of this paper, and then based on the double effect of policy and market development, laies down objectives and the general idea; for the analysis results of property income change, urban-rural gap, regional disparity, and class gap, concluds policy recommendations narrowing the property income gap in this vein.This possible innovation is to expand the research content of property income in the theory of income distribution study, including related theoretical and empirical research, adding value to determine a new perspective. Specific explorations are as follows:First, the current targeted research of property income analyzed and discussed less, mostly property income gap is a part, from the quantitative analysis, lack of empirical analysis. Based on the structure, institutions and institutional change theory and evolutionary economics, this paper analysizes the mechanism of property income under the evolution and structure and system, builds a theoretical analysis frame.Second, the article is based on the carding of the evolution of system of residents'property income, studying in detail the process of changing from scratch of residents'property income, obtaining the property income disparities and inequities with existance of double effect of evolution of structure and system, which is different from the existing research directly concluded, so provides a meaningful reference for the next reform of the income distribution policy.Third, when this article analysized residents'property income gap, it added value judgments, studied property income gap between residents from the perspective of fair, which was more in-depth than previous studies, more full of human caring, and put forward to a viable institutional framework and policy measures to control property income gap filled with the theoretical basis and policy implications.
