Urban innovation system is the center problem of contemporary innovation theoretical research. Since 1980s Freeman proposed the national innovation system in macroscopic level, foreign scholars have risen up the concept of mesospheric regional innovation system and microscopic enterprise innovation system. Ever since then, the innovation system theory has developed into the national-regional-enterprise three-rated innovation system. City serves as a core region, and plays a very important role in the production of new thoughts, the development of technological progress and knowledge-based region. Urban innovation system has become a hotspot of research.China put forward a significant strategic decision in 2006, showing that China will transfer into an innovation-oriented country in macroscopic level by 2020, subsequently the raising of decision-making of the innovation-urban in mesosphere level and the innovation-enterprise in microscopic level. The practice of our country's innovation-urban need guidance and reference of the scientific research results in urban innovation system.However, the domestic and overseas scholars researched less on the basic elements which affects the realization of urban innovation system's overall function-dynamic, ability, performance and its interaction; it is deficient of the overall and comprehensive research on dynamic, ability and performance of urban innovation system in different areas, especially aiming at distinctions in different regions.Specific to the fore mentioned theory and practical needs and the problems existing in the research, combining with the practice of innovation-urban construction, this paper carry out a systematic, in-depth analysis and comprehensive research on dynamic, ability and performance of urban innovation system, and it mainly completed the following research work:Firstly, we established the structure model of urban innovation system, and completed research in its structure model. First of all, on the basis of the definition of the urban innovation system, we constructed the urban innovation system elements and subsystem structure model. Aiming at the status that the social and economic development in different regions is not balanced, we expounded the characteristics of the eastern part, the middle part and western part urban innovation system; Secondly, we constructed the urban innovation system and its subsystems function structure model, it provides basic analytic framework for research in urban innovation system's dynamic, ability and performance.Secondly, we set up urban innovation dynamic system model, and completed research on urban innovation dynamic system based on the theory of dissipative structure. What we want to do is setting up urban innovation system element structure model, constructing the model of urban innovation system dynamic system. Using the method of dissipative structure theory, we revealed the forming mechanism and the evolution mechanism in urban innovation system's dissipative structure, and put forward the innovation subjective dynamic characteristics of urban innovation system in different regions.Thirdly, we accomplished the evaluation on urban innovation system innovation capability. Starting from urban innovation system elements'structure model, we constructed evaluation index system of urban innovation system innovation ability, using the major component analysis and cluster analytical methods, we respectively made static and dynamic assessment on urban innovation ability of 30 China capital urban and municipalities directly under the central government between 2005 to 2008, and determined the primary impact factor on urban innovation ability, and expounded the characteristics of urban innovation ability in eastern, central and western regions.Fourthly, we accomplished the evaluation on urban innovation system's innovation performance. Beginning with the input and output of the innovation resources, using DEA methods, we made appraise on the innovation overall efficiency, technical efficiency, scale efficiency and saturation of 30 capital urban and municipalities directly under the central government in 2005-2007, which revealed the cause of produced innovation inefficiency from the technology, the validity of the scale and resources allocation aspects. Using difference variable analytical method, we made quantitative analysis on the utilization of urban innovation resource and efficiency of innovation output in 19 DEA inefficient urban, and proposed corresponding adjustment scheme according to the quantitative results.Fifthly, summing up the research results above on the dynamic, ability and performance of urban innovation system, we generally and systematically made comprehensive analysis on the dynamic, ability and performance of urban innovation system in eastern, central and western regions. We defined existing problems in different region urban innovation system, and elucidated the features that the relation between innovation ability and innovation performance is coherent relevancy and deviational relevancy; Finally, specific to the problem existing in the western region's urban innovation system where author stays, we put forward strong maneuverable suggestions and countermeasures on construction of urban innovation system in western region.The research work above has formed a series of systematic and effective theoretical research method system on analyzing dynamic, ability and performance of urban innovation system, which provides important theoretical basis for further deepening research.
