Mineral industry will not be sustainability. The mineral deposit is bound to depletion with the advance of mining itself as well as its non-renewable property. But we should research ahead something, such as when and how reconstructing, as well as some problems will be occurred.From the point of Fangshan development Stage, resource-based industries have become the bottleneck of regional economic development. Fangshan is the largest energy and building materials base of Beijing, whit two-thirds number of mines. Over the years, .the exploitation of non-coal mines not only contributed to half of Fangshan District revenue, and a considerable number of people to solve the employment problem, but the resources industry has also brought a series of environmental and social problems, such as environmental damage, surface subsidence, etc. as well as limits the industrial upgrading and regional economic development. Fangshan District is bound to go a resource-saving and environment-friendly sustainable development according to the future positioning function of Fangshan. Around the new function city and the development ideas of "three Beijing" and "three and two regions", resource-based industries will be completely out, but some problems should be solved such as environmental problems, the residents of employment, socio-economic development and other issues with the withdrawal of resource-based industries,The author summarized the domestic and foreign research of reconstruction of resource-based industries, analyzed the withdraw of the resource-based industries and the law of the following industry on the theoretical basis, such as economics theory, theory of circular economy, regional economic theory and the theory of sustainable development, explored the connect of the reconstruction of resource-based industries and the ecological conservation zone coupling, then took the Fangshan Beijing as a Case, combined with the positioning of ecological barrier southwest of Beijing to research the mode of reconstructing of resource-based industry. The model of restructuring of resource-based industries in Fangshan should comply with the general development ideas of Beijing, but also with the actual situation and closely integrated economic and social status quo of Fangshan. The author put forward some idea and suggestions by analysis of the key factors in influencing the effect of the reconstruction of the resource-based industry and major impact on regional policy, taxation system and other related policy analysis.
