Research On The Transition Of Industries In Resource-based Cities

Resource-based cities arose in human society along with the process of rapid industrialization and urbanization, which was driven by the interests of a strong stimulus over-exploitation of resources in the short term, and the ecological environment has been suffering heavy damage. Because of lacking effective and scientific planning and management, it has formed the backbone of the resource-based industries as the economic structure. Under the constraint of limited resources'stock, the resource-based cities congenitally confronted the crisis of"declining cities"and they need imperative industrial transition. Some resource-exhausted cities or even fall into the plight of a recession, the economic development lacks the motivation, and there are severe social problems. Our country's resource-based cities formed in the special industrial background after the founding of the nation, passes through decades of development and growth, they become the important component of city system, which transport the energy and raw material economic development needs, and they have the remarkable influence to macroeconomics'steady operation. With the increasing exploitation life, resource-based cities have begun to the exhaustion of resources time in batches, economic development and social progress faced unprecedented pressure. Therefore, the resource-based cities industrial transition research is significant, and to realize the economical stable transition and the scientific progress diligently provides the powerful theory instruction and practical reference.This thesis is based on the new situation that the nation speed up the transformation economic development way, adjust and optimize the economic structure for the major background, for the advancement of resources-based cities implement industry transformation hot spots, in combination with domestic and foreign resources city industrial transformation theory and practical experience based on the comprehensive use of industrial economics, regional economics and urban sustainable development theory's basic principle and method, which select Gansu Province typical mining city-Jiayuguan for the research object. Firstly, Carrying on the analysis to the Jiayuguan industrial structure evolution course and the present situation, then the use of Shift-Share Analysis quantitative evaluate Jiayuguan industrial structure, the thesis summed up the overall industrial development at this stage of Jiayuguan City, to find the city industrial development problems. Secondly, through the comprehensive system of SWOT analysis, seeks for industrial development's hidden strengths, weaknesses, opportunities and threats, to accurately locate the mode of industrial transition and ideas. From the analysis results, Jiayuguan is being in a stable period of resource development, and industrial transformation is the best time to implement, despite the steel industry is still an independent show, and industrial structure presents abnormally, there are still large space for growth and comparative advantage. We should give full play to the resources talent and policy guidance to promote the rapid development of special industries, and industrial transition adopts the multi-compound model. Finally, on the basis of industrial transition mode, this thesis draws the path of industrial transition in Jiayuguan City, to grow strong the steel industry and select foster alternative industries, from the view of the industry and policy to put forward reasonable countermeasure recommendations. In the industrial development aspect, it includes continuing to play the role of the backbone in iron and steel industry, encouraging and supporting the superiority industries between Primary Industry and Tertiary Industry, developing and using new energy, developing clean industry and so on; in the policy implementation aspect, it includes changing government function, creating a good environment for the transformation, implementing the talent strategy, building school -enterprise cooperation platform, expanding economical degree of openness, enlarging the job employment channel, and perfecting social security system and so on.
