Study On The Coupling Mechanism And Transition Between Traditional Advantage Industries And Strategic Emerging Industries Of Resource-Based Cities

With the advent of the post-crisis era, the strategic emerging industry is a new way of promoting economic growth that it can ensure the supply of energy and the industry security, most countries have reached a consensus. China also advocates to foster and strengthen the strategic emerging industries across the country. There are two problems for resource-based cities to develop the strategic emerging industry in China, not only the transformation of traditional advantage industry, but also the strategic emerging industries. So how to complete the transformation of industry in the case of limited resources, to handle the contact between the traditional advantage industry and the strategic emerging industries properly, to ensure the realization of the two-wheel driven effect which from the Interact of the two kinds of industry is a topic which will has a far-reaching influence.The industry relevance theory, the system theory, the value of industrial chain theory, the self-organization theory to study the gist of coupling are the article’s foundation, To borrow the coupling correlation model which be used in physics. Selecting coal industry and photovoltaic industry of Huainan to do the empirical research that measures its present situation and industry transformation driving force, This paper researched these problems:1.the definition of details of the industrial coupling, the systematically exploration of industry coupling.2. It is to build the coupling correlation model and the theoretical model of industry transformation drive. The third is to employ the fuzzy analytic hierarchy process (AHP), it is concluded that the coupling correlation of the two major industries was 0.493793 which belonged to moderate coupling, industry transformation driving force is 0.386037 which belonged to the mild recession development-oriented, the conclusion is roughly match the truth of Huainan, prove the practicable of the patterns. At last this paper come up with the policy Suggestions. In this paper, by paying attention to the relevance of the two industries, it provides the new angle in dealing with the relationship between the traditional advantage industry and strategic emerging industries harmoniously.
