A Study On The Optimizational Function And Organizational Innovation Of Quality Inspection Agency In China

Quality is the basis for the survival of enterprise, and it is also a key factor that decides the status and success of a country in the international market. For a long time, the image of Chinese products in the international market is low price and poor quality. All of this relate to the backward quality concept and quality management system of Chinese enterprises. Especially in recent years, a series of quality problems, such as tony red and melamine milk make people lose the confidence in Chinese products. It is always a long-term process to improve the quality concept and quality management system of enterprises. In order to improve product quality, quality inspection agency should pay more attention to manage the product quality, and raise the work efficiency of quality inspection agency to make the supervision to the enterprise more effective. To achieve this goal, quality inspection agency should improve the work efficiency and work quality.In this context, a systematic study on the development and prospect of the optimizational function and organizational innovation of China's quality inspection agency has been done by the related theories, such as the product theory, the theory of government services, government regulation theory, organizational learning theory and innovation theory. The main contents and conclusions are as follows:Firstly, this paper analyze the connotation, status, practical needs and influencing factors of the optimizational function and organizational innovation of China's quality inspection agency on the basis of the product theory, the theory of government services, government regulation theory, organizational learning theory and innovation theory. Optimizational function and organizational innovation of China's quality inspection agency is mainly reflected in the practical needs of the development of both services and manufacturing. The main factors that impact optimizational function and organizational innovation of China's quality inspection agency are political factor, economic factor, social factor and technical factor. We can find that quality certification, quality inspection agency play an important role in quality control by learning the successful experience of developed countries. Secondly, this paper constructs a systematic model of optimizational function and organizational innovation of China's quality inspection agency, and then analyzes the characteristics of the system and the theoretical framework. This paper studied the optimizational direction from five perspectives:the target clients, residents participate in politics, industry associations, service outsourcing and national competitive advantage.Lastly, this paper describes three supports for optimizational function and organizational innovation of China's quality inspection agency:Network information platform support, comprehensive evaluation of decision system support and government policy support. It points out the design methods and the requirements to construct an information platform. It also describes the working mechanism of comprehensive evaluation system and constructs the corresponding evaluation index system. Government policy supports including increased investment, streamlining the organization and developing quality intermediary services are very important to the process of optimizational function and organizational innovation.
