Research On The Effective Management Assessment Of Nature Reserve And Its Development In Guangdong Province

Guangdong province, the earliest one to set up nature reserve, has achieved remarkable success concerning the construction speed and size, whose number of the nature reserve is the largest and scale of capital input is the biggest. However, there are a series of problems existing in the construction practice of nature reserve in Guangdong province. The construction focuses on the quantity instead of the quality. The level of administration lags behind the speed of construction. There is a sharp conflict between the protection and exploitation. All these aspects prevent the nature reserves from exploiting its advantages to the full and developing sustainably. Therefore, the objective evaluation of the current administration, the scientific diagnosis of the key problem laying restraints upon the improvement of administration level and the comprehensive investigation on the approaches of enhancing the effectiveness of administration and balancing the ecological protection and economic development are of great significance for the career of nature protection in not only Guangdong province but also other provinces in China.Based upon the introduction and application of the ideas and methods of effective administration, together with the construction and administration practice of nature reserves in Guangdong province, the dissertation devises the system of evaluation criteria for effective management of nature reserves systematically and comprehensively with not only the particularity but also the popularity, utilizing the methods of frequency analysis, expert consultation and AHP (The Analytic Hierarchy Process). The system consists of the objective hierarchy, status hierarchy, variation hierarchy and factor hierarchy, totally having 14 categories,36 items and 100 indexes. In addition, the assessment standards and methods are also elaborated, which grants the system the characteristics of objectivity, quantification and maneuverability.Furthermore, the index system composed in this dissertation is applied to assess the management effectiveness of 213 nature reserves in Guangdong province, and the results of the assessment are sorted out according to the"Technical Criteria of Effective Management Assessment of nature reserve"issued by The State Forestry Administration, evaluating the effective management level of nature reserves in Guangdong province from 13 dimensions. The assessment results are shown as follows:among 5 state-owned nature reserves,20%achieves excellence, and 80%is of being all right; among 53 province-owned nature reserves,32%achieves excellence, and 60%is of being all right; among 155 county-owned nature reserves,34%achieves excellence, and 49%is of being all right. It is reflected in the assessment results that great achievements have been made concerning the construction plan. administration regulation, resource protection and community coordination, while there is room of improvement in the fields of outlay guarantee, scientific and academic platform construction and law enforcement.In view of the assessment results, ten items of crucial elements affecting the administrative level of nature reserve are brought about from the aspects of nature, economy and institution, whose weights are given by the AHP. Among the previously mentioned elements, the ownership of forest land, capital and exploitation, whose weights are respectively 0.1458,0.3501 and 0.2003. Thereafter, the manifestation forms, formation mechanisms and practical routes applied to the nature reserve administration of the three key elements are probed to provide the theoretical and practical support to eliminate the obstacles of development.In the end, the improvement strategies dealing with the construction and management practice are put forward based on the analysis results, including the implementation of the long-term monitoring system of effective administration assessment in Guangdong nature reserve, the optimization of property right of land protected by nature reserve, broadening the financing mechanisms and the perfection of the management tactics guaranteeing the realization of the effective management, and so on.
