Research On Future Development Strategy Of Petroleum Industry In China

Petroleum is of an overall and strategic issue related to sustainable development ofnational economy, society harmony and progress. This paper makes an in-depth analysis onthe situation faced by China's petroleum industry, and conducts a careful study on futuredevelopment of petroleum industry by means of developing, relating and dialectical modes ofthinking and by performing the five-combination researches, including current and long-term,domestic and overseas methods on the basis of the historical and current situation of Chinesepetroleum industry, focusing on the globalization trend of the world economy and aiming tothe coordinated and sustainable development of national economy. This paper is of significantimportance and reference for guaranteeing the nation's energy safety and boosting the soundand sustainable development of national economy.The paper describes the purpose and significance of the strategy for future developmentof China's petroleum industry from a multi-level and multi-dimensional view. Focusing onboth the reality and long-term development, it describes the important role of in-depthimplementation of petroleum strategy in promoting the nation's scientific development in theaspects of ensuring the sound and sustainable development of national economy, maintainingthe nation's energy safety and elevating the living standards of the broad masses of the people.In addition, it makes an in-depth study on the four risks as the oil prices, oil sources,transportation channel and political factors faced in the development of petroleum industry,revealing the four major contradictions such as the pressing demand of petroleum productsalong with the rapid development of national economy and the low increase of petroleumproduction, and also makes a detailed analysis on the basic situation and serious challenge inthe future development of China's petroleum industry.How to take effective measures to ensure the continuous development of petroleumindustry and the safety of national economy is the key chapter in this paper, which proposesthat seven measures be adopted to effectively solve the major problems faced in thedevelopment of China's petroleum industry. First, for domestic aspect, a macroscopic layoutis drawn for the development of domestic petroleum industry as making a reasonableself-supporting oil supply being a foundation of the petroleum strategy, stabilizing oilexploration in the eastern region, accelerating oil exploration in western region, and making a breakthrough in the offshore exploration. Second, for overseas aspect, it stresses that thestrategy for operating overseas resources should be set up by the national level based on thetheoretical basis of globalization of oil resources, expanding petroleum diplomacy,strengthening cooperation in oil exploration, setting up pluralistic overseas petroleum supplysystem and trade system, actively and orderly developing overseas resources and sharing theglobal oil resources in a larger scale, wider field and higher level.After that, it elaborates the importance of technological innovation, building of the corecompetitiveness, guidance and support of the petroleum industry development. Then, itdescribes that the orderly competition and open petroleum market system is of importantsignificance to the future development of petroleum industry and stresses that the nationalstrategic petroleum reserve should be gradually established step by step by adopting scientificand reasonable management mode and that the petroleum futures should be utilized as one ofthe important strategic measures for promoting the future petroleum development. This paperalso displays the good prospect for development of other alternative energy sources as thecoal-bed methane, flammable ice, ethanol gasoline, wind energy, hydropower energy, nuclearenergy and solar energy. Meanwhile, the paper advocates the establishment and improvementof the energy-saving system in order to construct a conservation-oriented society, vigorouslyadjusting industrial product structure, giving full play to the role of market mechanism,comprehensively using management measures as economic, legal and administrative means,constantly improving the utilization and benefit of petroleum, exploring a new road fordevelopment of petroleum industry in the manner of low consumption, rapid development,sustainable and high efficiency.Finally, the author takes Zhongyuan Oilfield as an example, which has been the lastoilfield developed in the manner of exploration campaign since the founding of new China,introducing the extraordinary development course of the oilfield, brilliant achievements andvaluable experiences, focusing on Zhongyuan Oilfield's development strategy of the twelfthfive-year plan, objectives and major measures in face of the new situation and new task,reflecting the strong sense of responsibility and sense of urgency of China's petroleum andpetrochemical enterprises, grasping the overall situation, following the development trend,seizing the opportunity, responding to challenges, preventing risks, solving difficult problemsand accelerating the development, making great efforts in guaranteeing the nation's energysafety and achieving a great rejuvenation of the Chinese nation.
