A Study On China Strategic Petroleum Reserve

With the rapid development of the global economy and the information technology, the demand of the petroleum has become larger and larger. Petroleum security attracts more and more attentions. For the purposes of solving the petroleum problem, China must establish petroleum reserve system and have effective solutions.Strategic petroleum reserve's main function is to prevent the interruption of oil supplies, guarantee the state oil supply security and smooth oil price fluctuations. It has important significance to accelerate the development of strategic petroleum reserve to maintain China's oil security and maintain faster economic development.Taking our country petroleum reserve strategy as the object of study, on the foundation of several correlated theories about strategic petroleum reserve, this paper contrasted American, Japanese,German,Indian's strategy petroleum reserve system, then summarized the construction experience. Moreover, we also analyzed the present situation, the existent questions of Chinese strategy petroleum reserve system. At the same time, the paper studied the factors that affect the location, ways and scale of Chinese strategy petroleum strategy. On the base of analyzing the factors that affect the location of strategy petroleum reserve, this paper evaluate the suitability of the location using the value analytic method. The result is, the northeast, along the Yangtze River and the South China is highly suitable, while the Bohai area and northwest area is less suitable. On the base of analyzing the factors that affect the ways of strategy petroleum reserve, the paper construct the evaluation index system considering the construction and operation cost, then evaluating them systematically using the fuzzy quality synthetic evaluation method. The paper also set up an example of strategy petroleum customs-reserve scale model, and analyzing the calculation result, thus giving us some instructional suggestions when deciding the location, ways and scale of strategy petroleum reserve and the solutions to the operation system.The dissertation is divided into six chapters:The first chapter is an introduction, including research background and significance, relevant research dynamic at home and abroad, the main research contents and methods of the thesis, and the paper's main innovation points and deficiencies.The second chapter elaborates the concept of oil reserves, which includes the definitions of the strategic petroleum reserve forms, and the relevant theory of constructing strategic strategic petroleum reserve system, etc.The third chapter summarizes the main characteristics of the petroleum strategy of several foreign countries and its impact on oil reserves. Compare the establishment, historical background, development, effects and operation mode of strategic oil reserve system of American, Japan, Germany and Indian. Then, the paper sums up the construction experience from four countries'strategic oil reserve system,refining the construction experience which is enlightenment significance to our country's strategic petroleum reserve.The fourth chapter analyze the impact of the management system, financing, location selection, imported oil source as well as the laws and regulations, etc, basing on the current situation of the strategic petroleum reserve in China, to make it as the basis of strategic petroleum reserve countermeasures study in our country.The fifth chapter analyze the base location of strategic oil reserve, the way of reserve, reserve scale as well as domestic and international macroeconomic factors which influences China's strategic petroleum reserve, and regard the problems existing in the construction of China's strategic oil reserve system as the guidance, empirical analysis the key issues to construct China's strategic petroleum reserve, carrying on the system reach on the base location,way of selection and scale of reserve.The sixth chapter is the policy suggestion. Study on the mode of China's strategic petroleum reserve, reserve scale and operation system and so on. Put forward suggestions for establishing the system of China's strategic petroleum reserve strategy which is in line with China's national conditions.
