The 21st century is a globalizing, market-oriented, information-based century, and knowledge dominates the century. In the new economic conditions, how to get and maintain a competitive advantage in human resources is no doubt one of the issues organizations concern.As one exploratory study, the purpose of this paper is to introduce the dynamic theory to human resource management in a dynamic environment and build a scientific and effective human resource management capacity assessment model to help organizations to continuously strengthen market competitiveness.The study is divided into two stages. The first stage is to explore the existence and componential elements of dynamic capability on human resources management, while the second phase aims at building an evaluation model of dynamic capability on human resources management.In first stage, by the use of literature reviews, case studies, surveys and other research methods, the study introduces related theories about dynamic capability, maturity to clarify the existence of dynamic capability on human resources management as well as to sum up the constituent elements of the field.Firstly, by studying the relevant literatures of this century at home and abroad, qualitative analysis is undertaken in order to find influence factors of dynamic cabability. Next the definition of dynamic capability and human resources management respectively are summed up, through analyzing the content of the three parts:(1)The dynamic capability on human resources management is a capability, which integrates the internal and external human resources of an organization, that is reflected by management function;(2)Dynamic capability on human resources management can be confirmed by regular human resources management and organizational management system;(3)Dynamic capability on human resources management is a knowledge-based capability that gives rise to diversified tasks and utilizes flexible scientific management system and management approaches to supervise related human resources.Secondly, in order to study the influential factors of dynamic capability of human resources management, based on process and maturity view, the dissertation analyzes six evaluation dimensions of dynamic capability on human resources management and their corresponding evaluation indexes.The six dimensions are flexible stable capability, renewable development capability, organizing study capability, loyalty index and perception of affiliation; the six evaluation indexes are staff dynamic than active, employee firewood competition coefficient ratio, EVA salary coefficient ratio, training input coefficient ratio, the happiness index than, growing employee firewood coefficient ratio.In the second phase, on the basis of the maturity theory, evaluation and warning model are established by using AHP, combined with index system on dynamic capacity of human resources management. Furthermore, the promotional realization of maturity-orientation human resources management is studied.The theoretical conclusions of this paper include:(1) based on the study of human resource management of dynamic capability maturity, it is necessary to structure the assessment model of human resources management dynamic capabilities. (2) the appropriate description of changes of organization human resource management dynamic capabilities needs to build a series of new categories such as employees dynamic index of stability ratio, EVA salary coefficient ratio; (3) by means of employees dynamic index of stability ratio, EVA salary coefficient ratio and so on, the general model and special model of human resources management maturity can be constructed; (4) to accurately grasp the construction progress of the organization human resources management dynamic ability, it is necessary to build the general evaluation model and special assessment model to measure the related maturity. (5) to accurately analyse the critical value of organization human resources management dynamic ability, it is necessary to establish related early warning model.
