The process of change in human society, the production and lifestyle of human changes beyond natural resources and environmental carrying capacity, will lead to imbalance in the ecosystem, both directly and indirectly affect the sustainable development of human society. Imbalance between the production, material production, environmental production, inefficient allocation of environmental resources led to the emergence and deepening of environmental issues. Global climate change is a major environmental problem, a major cause of climate change is that the excess carbon dioxide emissions, carbon emissions invalid use of space resources. In many ways to mitigate climate change, forest carbon production by virtue of the low-cost alternative advantages and plays an important role.Firstly, to propose the hypothesis of forest carbon production. Further investigation of the impact on global climate change, global climate change incentives, the relationship between economic development and carbon emission constraints, as well as further investigation of the forest carbon production characteristics, to propose four unique assumptions including:the negative effect is greater than the positive effect of global climate change, a major cause of global climate change is an excessive amount of carbon dioxide emissions, economic development is faced with constraints of carbon emissions and forest carbon sinks can operate. And in line with the theoretical and empirical studies of real life, a gradual transition to the areas of economics research, the assumption of the emissions of space resource scarcity, the hypothesis of the appropriate price measure of resource scarcity, as well as the assumptions of rational economic man in the carbon production process. Forest-based carbon production-specific assumptions and economic assumptions, making the forest carbon production can bypass the limitations of natural science knowledge, forest carbon production to take advantage of the economics research in-depth study.Secondly, to comb the mode of forest carbon production, including artificial afforestation, forest disaster prevention, acts of deforestation, and land use change, the mode of carbon production the afforestation has a significant positive effect, the mode of production of forest disaster prevention can reduce the production of forest disaster in the forest carbon negative effect, acts of deforestation and land use change carbon production methods change the woodland vegetation coverhave a greater impact effect on carbon production. Forest managers through afforestation, forest disaster prevention, delay of forest harvesting on the mode of production in favor of carbon production, which will improve the forest area, stock, forest quality, and will further strengthen the stability of forest ecosystems, an increase forest vegetation, forest litter, forest soil carbon production, thus enhancing forest carbon production and use of Fujian Province's forest inventory data to study the effect of the mode of forest carbon production.Thirdly, to explore the internal mechanism of forest carbon production. Drawing on previous research results, and mining the content of forest carbon production from the mode of production which conducive to the increase of forest carbon sequestration, consider Forest carbon production as a production behavior which takes the forest as a carrier, utilizes the relationship between forests and carbon dioxide, by relational carbon production methods, integrated use of Kos way and Pigou approach, and effectively increase the forest carbon sequestration function, access to forest emission reduction benefits, mitigate global climate warming, achieve economic, social and environmental sustainability. And further analysis of forest carbon production of the three attributes and their relationship, the natural attributes of the forest carbon production from the forest as a whole has the function to absorb carbon dioxide, the characteristics of public goods, external characteristics, and the scarcity features constitute the economic attributes, the impact of the ecological environment, economic development, forest manager's income, employment, together constitute the social attributes of the carbon production, and these three properties are interrelated and influence each other; analyze incentives forest managers conducive to carbon production forestry activities inherent incentive is the price mechanism which plays a fundamental role in resource allocation, the improper price due to inadequate supply of forest carbon sequestration and difficultily achieve forest carbon production target, in order to better achieve forestcarbon production target to take the system of property rights arrangements, the benefits of a carbon price incentives will change the cognitive behavior of forest managers on the forest carbon production, to change the objective function of the forest management and effective implementation of conducive to the production of forest carbon management plan.Fourthly, to understand the farmer awareness of forest carbon production. Forest is the carrier of forest carbon production, forest managers carbon production cognitive is the basis of adjusting forest management objectives and making forest carbon production management decision, the farmer is the main unit of agricultural production and rural economic activities, and in the forest management process is the most important forest manager. Based on the awareness of low-carbon economy, the introduction of the cognitive analysis of forest carbon production and a clear awareness of the forest carbon production based on forest absorption of carbon dioxide function-based awareness, general awareness of the farmers for the forest carbon production is lack, while the farmers of cognitive function on the forest to absorb carbon dioxide is a significant basis. At the same time, the awareness of farmers on the forest carbon production is subject to many factors, a variety of factors influence the direction and extent of awareness on forest carbon production is not the same.Fifthly, to anlysis the business decision of forest carbon production. Theoretical analysis from the basis of farmers'management decision-making, comparative analysis of the historical changes of business objectives and their objective functions, the establishment of the objective function of the forest carbon production, and non-forest land and forest land were analyzed, found that forest carbon production efficiency can cause the increase of forest land value, is to increase the opportunity cost of forest land, which will woodland operator's decision-making behavior impact, woodland value is a substantial increase, forest managers may be induced to change forest management plan to promote forest vegetation types of changes in forest types, forest structure to effectively adjust and improve the ecological functions of forest systems; an appropriate carbon price compensation is both an affirmation of woodland carbon sequestration contribution, but also can promote forest land operators to delay forest harvesting, which significantly contributed to the production of forest carbon. Empirical analysis based on the Faustmann model, improved Murray model, build a business decision model for forest carbon production, use Matlab to deal with the problem of nonlinear dynamic programming, simulation analysis of different scenarios, found that timber prices are fixed, with the carbon price increasesforest rotation period will be extended woodland expectation value also increases; carbon price is fixed, with the timber price increases, the forest rotation period will be shortened, woodland expectation value also increases; timber prices accompanied by forest wood product to detect changes with the carbon price increases, the forest rotation period will be shortened, woodland expectation value also increases the rate of increase showed a decreasing trend, while the carbon production also increases, with its increase drate also showed a decreasing trend, and the opportunity costs of carbon production also increases; if the price of carbon benefits only for non-forest land, in case there is no cutting limit constraint, the carbon price reaches a certain level, forest managers will be harvested earlywoodland, to gain the benefits of a carbon price incentive effects.Sixthly, to propose the policy recommendations for the forest carbon production. Effective forest carbon production need for the rational allocation of forestry production factors need to play the basic role of the price mechanism, to comply with the actual carbon price benefits is extremely important. Carbon price is not only mean those who engaged in the production of forest carbon forest operators to obtain a reasonable remuneration of the production, but also to clear the value of carbon sequestration, and guide the flow of resources, the forest carbon production to become a real and effective way to address global climate change. Of course, this requires forest managers to improve the cognitive level of carbon production, the national government to improve the existing logging quota system and afforestation incentive system, take appropriate carbon taxes and carbon offset policy, establish an effective carbon emissions trading system.
