Global climate change is a major popular issue of common concern among theinternational community. To address global climate changes, the world wild is keep workingtogether to reduce greenhouse gas emissions. Carbon trading market has thus appeared,developed and gradually grow. Facing the mandatory emission reduction pressure from theinternational community, China also made a voluntary emissions reduction targets. Chinadoes not have to carry out a national carbon trading market policy and technical conditions,but it is very necessary to actively carry out a regional carbon trading. With the developmentof the Loess Plateau Grain for Green Project of farmland to grassland and forest land, thecover changed and the plant biomass carbon stock increased. The potential for atmosphericCO2aspects of this part of the land also increased significantly. But in the absence ofgovernment subsidies and carbon trading, the carbon sequestration value of participating inGrain farmers and reforestation activities conducted by contractors cannot reflected in theincome of farmers. Also, it inevitably reduced the enthusiasm to return the grain plots toforestry, so that the potential carbon sink of Loess Plateau Grain production capacity has notfully realized. Based on the Loess Plateau background Reforestation Project, this paperattempts to establish market mechanisms in the Loess Plateau area farmland based on carbontickets as credit media, in order to achieve optimal allocation of social resources in the region.The main conclusions of this paper are as below:(1) establish a carbon trading market inthe Loess Plateau area farmland with the application of the market mechanism; improvefarmers’ enthusiasm to return the grain plots to forestry; promote the growth of low-carboneconomy, thereby enable resources in the Loess Plateau area to optimize effective means ofconfiguration.(2) learning from the advanced experience of carbon trading modes and beingcombined with the actual condition of farmland in the Loess Plateau farmland area, it can usevoluntary trading patterns in the early period of the demonstration transaction. In the latemature period, the carbon trading mode can gradually develop into a mandatory market,including primary and secondary markets.(3)"carbon tickets" as the credit medium in carbontrading in the Loess Plateau region can make different carbon emission targets can be used freely convertible and flexible. Therefore transaction procedures can be streamlined, so thatdirectly reduce the cost of carbon trading.
