Agricultural trade is not only has influence on the national food security by balancing theworld food supply and demand, but also on the daily diet by optimizing the dietary structure.By expanding the agricultural products export, it is good for accelerating the agricultureindustrialization process, promoting the agricultural science and technology innovation andexpansion, promoting the transfer of rural surplus labors so as to increase the farmers' income.Strengthening the exports of agricultural products which have comparative advantages in ourcountry will relieve the growing trend in agricultural trade deficit and gradually achieve thetrade balance in agricultural products, which has strategic significance to the overall nationaleconomy. However, due to the trade protectionism, especially the global economic recessionwhich results from the U.S. subprime mortgage crisis, making the national trade environmenteven worse. Some developed countries that depend on their absolute superiority both ineconomic and technology, setting technical barriers to trade again and again to agriculturalproduction in developing countries. China is a big agricultural products export country, so wealso suffer from it. China's agricultural product trade deficit is getting further expanded, thereis a reduction in both quantity and quality to the main trade partners. Therefore, understandingthe implement of technical barriers to trade in the major export markets or area, knowing theinfluence effect and degree on China's agricultural products export, and figure out themethods to deal with the technical barrier to trade is of great necessity.Based on this, the purpose of this study is to comprehensively and systematicallyresearch the influencing effect of technical barriers to trade towards China's agriculturalproducts export and measure the influence degree, as well as give suggestions to deal with theproblems. First of all, base on the theory such as the connotation of technical barriers to trade,the technology gap theory, game theory of technical barriers to trade, and the economic effectsof technical barriers to analysis the technical barriers to trade we encountered from American,EU and Japan, and the problem emerged from the process of dealing with the issues. And then,upon the analysis of social political and economic technology, use principal componentanalysis to rank the implement power to our agricultural products of the technical barriers totrade in main trading partners. Next, use the multiple linear regression model and case studymethod to research the influencing effect of technical barriers to trade to exports risks in threeaspects, these are increase production cost risk, customs clearance risk increases, add trade friction risk. Then use Panel data of variable intercept model and depth interview to researchthe influencing effect to enterprise of technical barriers to trade from the perspectives ofpromoting technological progress, improving quality levels of safety and advocating greenconcept. Creating Gravity Model to analysis the influencing effect of technical barriers totrade on China's agricultural export trade from19countries and three regional markets andimplement potential countries the three aspects. Last, we give suggestions to break throughthe technical barriers to trade.The main conclusions of this paper are as following:1. From the perspective of implement power of the technical barriers to trade, the UnitedStates, Canada, Australia, the European Union and Japan is up to the front; In contrast,ASEAN (the Association of Southeast Asian Nations), South Africa, Mexico and othercountries have a weaker implement power of technical barriers to trade.2. The technical barriers to trade have impacts on the trade risk from these aspects, likeincreasing production cost risk, increasing customs clearance risks, adding trade friction risk.The technical barriers to trade can increase the risk cost by enhancing export price andweaken the price advantages. Technical barriers to trade have a positive effect on ourcountry's agricultural products export price, to be specific, TBT data from Japan andAmerican increased by one percent, the agricultural products price index will increase0.118and0.439respectively.3. Technical barriers to trade have impacts on enterprise by promoting technologicalprogress, improving quality levels of safety and advocating green concept. Technical barriersto trade have a positive effect on technology improvement in enterprise; the influencingelastic index is0.164. The technical elasticity of technical barriers to trade is low and thecontribution towards technology is not high, so the mechanism about technical barriers totrade towards Compulsive technology innovation and spontaneous technological overflowneed to improve.4. The implement of technical barriers to trade from our main trade partners influence theChina agricultural product export and the elastic coefficient is-0.039; ASEAN the EuropeanUnion and North America TBT data increased by one percent, the reduction of exports is0.123%,0.116%and0.087%respectively; Philippines, Brazil, Australia as a potentialcountries that implement technical barriers to China's agricultural products export, we shouldprepare early and to do some preventions.
