Research On Expanding Agricultural Exports Responding To Technical Barriers To Trades

Agriculture, rural areas and farmers have always been the fundamental problems to China's economic development and social stability. It is very important to increase agricultural exports for the farmers to increase their income and to optimize the agricultural structure. However, the developed countries put more and more restrictions on the import of agricultural products from China, for the reasons of security, hygiene, health and the prevention of imported epidemic, when our export scale expand. Especially,"Residues in Foods of Agrochemicals Positive List System"has been enacted on May 29th, 2006 at Japan, which marks that the technical barriers to trades have tended to be institutionalized and legalized in developing countries. This will sustain the negative impact on China's agricultural exports for a long period of time in the future.This thesis has first analyzed the impact of the technical barriers on China's agricultural exports. In the analysis process of the agricultural exports of China from 2002 to 2008, this thesis proposes the new analytical indicator of the total amount of agricultural exports, which is in RMB berechnet and referenced to the price level of 2002. It has been revealed under such indicator that the technical trade barriers has seriously hindered the expansion of China's exports of agricultural products in developed countries, which is representative by Japan's"Positive List System".This thesis further presents the introduction of the agreements relevant to agriculture on technical trade barriers under the WTO framework, and summarizes up the characteristics and causes of technical trade barriers. It also gives the description and analysis of Japan's"Positive List System", which reveals the nature of technical barriers to trade of"Positive List System"when comparing to the relevant agreements of WTO.Finally, this thesis discusses our own reasons why technical barriers to trade restrict the export of China's agricultural products. After concluding the purpose and importance of expanding the exports of agricultural products, main strategies are proposed for our country to expanding our exports of the agricultural products by responding to the technical barriers to trade.Main contributions of this thesis are as following:(1) This thesis proposes the new analytical indicator of the total amount of agricultural exports, which is in RMB berechnet and referenced to the price level of 2002, based on analyzing the agricultural exports of China from 2002 to 2008. This indicator reveals that the total amount of China's agricultural exports reached its highest value in 2006 and appeared the severe decline in the trend after 2006. It also demonstrates the important impact of the technical barriers to trade to the falling of the total exports of agricultural products of our country under the analysis according to this special indicator. (2) This thesis brings forward main strategies on three levels of the government, the industry associations and the enterprises to deal with technical barriers to trade for expanding agricultural exports of our country, based on analyzing the typical trade technical barriers of Japan's"Positive List System"and on concluding of the purpose and importance of expanding the agricultural exports for our country at this stage.
