Study On The Sustainability Of Returning Land From Farming To Forest Policy

There are about 6.07 million hectares sloping cultivated plantations in China, which lie above latitude 25, and most of them locate in the Changjiang Valley and Huanghe Valley. Reclaiming the escarpments is the primary reason to make soil and water loss getting steadily worse. China's western development is mainly to carry out the police of returning cultivated land to forests or pastures. The policy, which exercises a great influence both at home and abroad, is also an important step for Chinese government to construct a good environment as well as the path option of external improvement. By far, some countries, such as China, USA, UK, France and German, have been carrying out the policy of returning land from farming to foresting. Otherwise, it's much earlier for the western countries to perform industrialization, just like the environment problem. So it's with the policy of returning land from farming to foresting and subsequently the discussion about it. The governments in the developed countries all use proper policies or transform the policies timely to keep the persistence of returning land to forests and realize the initial purpose. China is still in the initial stage of economy and industrialization. The economic strength is relatively feeble, especially in the remote western areas where people don't solve the basic problem. It's essential for them to solve the issue of economic development, so they put less attention to the environment. The Central government of China should have steady decisions and enough forces while they should settle and keep the balance of the benefits in all aspects. Only in this way can they put the policy into effect. Therefore, our government is faced with a serious problem that the government must keep the sustainability of policy of returning land from farming to foresting. On the presupposition of the insight analysis of the sustainability of the policy, this study is based on the detailed investigation of sample counties. It also combines itself with literature analysis. The research analyses in the factors which influence the sustainability of policy of returning land from farming to foresting or pastures by the numbers and also points out the praxis and future trend of the influencing factors as well as the potential effects on the policy. Then on the basis of the research, this paper constructs the evaluating system of the policy and provides the instructions with the further evaluation in the policy and evidences. The writer just studies it from following aspects in detail and attempt to innovate both in theory and practice. I hope the research can provide some good means to determine and solve the persistence of the policy. Firstly, the economic externality is often discussed on the forests constructions or the forests constructions. The non-economic externality has put the question about the sloping plantation and regarded the policy of returning land from farming to foresting as a improvement option to by Chinese government. Secondly, the concept and connotation of the sustainability is defined in theory and explain the connotation in detail. The motivation of all kinds of participant and the future participant behaviors are also analyzed in this paper. Therefore, the influence on the sustainability of the policy is analyzed from the participant perspective while the influencing factors of the sustainability also be analyzed from the perspective of local community. Fourthly, the writer takes the local production and life circulation into consideration in the course of analysis in the influencing factors of the policy implement. I also systematically analyze the influence on the local community and farmers'daily life if the policy is carried out. Lastly, the writer designs the evaluating system on the basis of the definition of the policy based on the definition of the sustainability of policy. And no analogous study has bee found in the current studies which emphasizes the sustainability of policy of returning land from farming to foresting both in the country or abroad.
