Water is the source of life and the important substantial foundation of social and economic development. With the development of economic society and explosion of population, the conflict between water supply and demand is becoming more and more extruding. How to confront the crisis of water resources forthcoming has become the serious subject for the human beings especially our Chinese people.The research attempts to use relevant theories, such as property rights economics, institution economics, resources economics, industry economics, game theory, etc. to explore the feasible countermeasures for the water crisis by integration with the practical problems in China, and the measurements for allocation of water resources are proposed through introduction of market mechanism, cultivation of water market, and realization of optimal allocation and effective use of water resources.The dissertation includes: Introduction. Through introduction of the objectives and significances of the topic selection, and summary of the current situation of researches related, the research methodology and application ways are clarified. And, the major contents of the dissertation comprise of three parts:In Part 1 (Chapter 2), the necessity of cultivation of water market is demonstrated. Starting from analyses of the current situation and the tendency of conflict between water supply and demand in China, the traditional ways of solving the problem of water shortage are reviewed. It is pointed out that cultivation of water market is an effective approach for enhancing the allocation and use efficiency of water resources. Meanwhile, the effects of water rights and water pricing on water use efficiency are demonstrated through modeling.Part 2, from Chapter 3 to Chapter 6, is dissertated that main contents of water market cultivation consist of water rights, water pricing, water rights market and water affairs market. In Chapter 3, the connotation of water rights is analyzed by applying the theory of property rights economics. Through comparison with the water rights systems in foreign countries, the water rights system reform is discussed on the basis of analyses of the problems existing in the current water rights system of China. In Chapter 4, thebasis and mechanism of the water pricing are discussed. The basis and mechanism of water pricing are emphasized, the current situation and the problems of water pricing in China are analyzed, and the approach of water pricing reform is discussed. In Chapter 5, Water Rights Market, through references of land market construction, the framework of water rights market in China is discussed and proposed. The operation mechanisms of the first level and the second level of water rights market and sewage drainage market are explored deeply, and the frameworks of the second level of water rights market and sewage drainage market are proposed. In Chapter 6, Water Affairs Market, the industry characteristics of water affairs are analyzed according to the theory of industry economics.The problems existing in the traditional water affairs management institutions in China are anatomized, the water affairs marketization reform mode is demonstrated, and the property rights, industrialization and competition, and the functions and regulation of government are discussed.In Part 3 ( Chapter 7), to optimize the effective operation environment of water market, the operation security mechanisms involving law, management system, organization, morality, hardware are discussed.The main innovations of the dissertation are just as follows:First, the framework of water market is presented. It is pointed out that the main components of the water market comprise of water rights, water pricing, water rights market and water affairs market.Second, the quasi-market of water rights trade is demonstrated from the characteristics such as integrity, externality, locality, essentiality and un-substitution.Third, it is pointed out that the water pricing of sustainable development should consist of resources cost, project cost, and environment cost. And the individual formation bases of the costs are analyzed.Fourth, the security mechanism of the effective operation of water market is dissertated from five aspects including law, management system, organization, morality, and hardware.
