The economy of our country has leapt forward in recent years, and our standard of living has been moving steadily upward. It is of great importance to the resurgence of our nation. But we must realize that to a certain extent the develop rests on wanton depletion of resources. As a result, we should attend to affordability of resources. As we know, water is one of the most valuable resources. And our country is one of the 13 countries where water resources is extremely scarce in the world, and in addition that for many years the development and utilization is unreasonable, and all these result in that water shortage is becoming more and more serious. Water crisis is one of the resistances operating on the economy.The cause of water resources scarcity in china lies in inefficient development and utilization rather than the poorness of water resources. As a sort of economic lever, price mechanism has good effect of regulation on most optimum distribution of water resources and forming water saving habits. However, for a long time the water price is too low and its constituent is unreasonable, all these bring that the recent mechanism of water price cannot play its role as we expected. This thesis pioneering proposes the presumption about the reforms of the water price mechanism, which collects efficiency, fairness, conservation and sustainability in integrated, through an investigation in depth on water values, water pricing and water rights theory. It also provides an effective reference on the reform of water prices under the serious water shortage background.The thesis consists of six chapters.
