Policy Performance Research On Upgrade And Transform Of Agriculture Industrialisation In The West Of China

The growth of economy is mainly up to the framework of industry .The more reasonable the framework of industry is, the faster the economy will grow, if it develops irregularly, the growth of economy will be slowed . It is proved by the foreign and domestic experience, that in the processing of the upgrade and transform of industrialization , especially in the undeveloped area, the government should take action on the cultivation of main industry , the support of basic industry ,the protection of neonatal industry, and so on , with cogent industrialisation policy .Since the policy of "reform and opening-up", with a series of national industrialisation policy , the framework of agriculture industrialisation in the west was improved. However, in the west, under the poor condition of the base , the eco-system , the incoming , the technology , the framework of industrialization , and so on , it urgently need improved policy to promote the upgrade and transform of industrialization . Under this background, it is important to study on the policy performance in the west, conceive scientific system with some certain methods . According to the requirement ,under the basement of systemic study of the industrialiasation theory and policy , profound comprehension of the status of industrialisation policy in the west of China , we would estimate the performance and the framework of the agriculture industrialization in the west , combined with the practice and characteristic ,conclude the reasonable way and bring forward policy ,projects and guarantees . With the methodology of integrate index, compared with the difference on the policy performance in the west, we could get the conclusion as following: 1. Agriculture industrialization policy reacts on the upgrade and reform in the west, policy performance is increasing. 2. Agriculture industrialization policy performance has region diffence and phrases. 3. There is remarkable difference among the 6 industrialization policy performance, their order is investment, framework, region , associate , market and international trade and organize policy . 4. Every industrialization policy performance has its own region difference and phrases. 5. In the west, Framework policy, investment policy are advantageous, associate policy, region policy and organism policy are moderate , market policy and international trade policy are inferior . 6. Strengthening the superior policy, innovating associate, region and organism policy, improving inferior policy are the tropism. 7. We bring forward the principle, the object and the suggestion of agriculture industrialization policy. Innovation of research: 1. It is the first time that set up the accessing index evaluation system on the upgrade and reform of agriculture industrialisation policy in the west. According to the 6 policy system, 21 indexes are comfirmed as the accesing index, in favor of systemically, scientificly and quantitatively study on the agriculture industrialisation policy. 2. The accessing method of the upgrade and reform of agriculture industrialisation policy is established. With integrated analysis method of multi-index, we quantitatively ananlysis the 6 policy performance and intenal framework, overcoming the unilateralism and illegibility with the qualitative method. It is proved that this method could meet the need of the analysis of policy performance, which could get the result matched the practice .s 3,It is the first time that adopt qualitative and quantitative method to study agriculture industrialisation policy performance . With the theory and the practice, the research on agriculture industrialisation policy is more systemic and integrated.
