The Research On Industrial Policy Of China In The New Era

When the economy and society of China is coming into a new era of over-all around constructing well-to-do society with new missions, the industrial policy is asked for new content. As an important macro-control method in China, The industrial policy is essentially a kind of policy system, which is enacted to stimulate the all-round, coordinated and sustainable development of industrial structure, enhance the international competitiveness of domestic industries, and affect the economic structure optimization and transition direction. These are realized by different policy methods and stimulating mechanism. It includes policy of industrial structure, policy of industrial organization, policy of industrial distribution, policy of industrial technology, and policy of industrial security. This thesis, on the base of scientific concept of development in the new era, takes the industrial policy's train of thought, system and strategy as the researching project. The purpose is to constitute a new system of industrial policy in the new era in China, operate the macro-control function of industrial policy more effectively, and stimulate the economy and society development in a more sustainable and harmonious way.First, this thesis analyzes the mechanism and effectiveness of industrial policy. The connotation, characteristic, main content and theoretical origin of industrial policy is made clear. The effectiveness of industrial policy is brought forward.Second, this thesis summarizes and compares the domestic and foreign practice of industrial policy. The import-substitution and export-oriented policies in East-Asia and Latin America are compared while the experience of Japan is summarized. A research is also applied to United States' strategic trade policy in new economic era. The conclusion is that the industrial policy should be adapted in accordance with the economic globalization and the development direction or new function of industrial policy is the benefit of the nation. So, the China's industrial policy at present should be adjusted and perfected.Third, this thesis proposes the new train of thought, principles and transition direction of industrial policy in accordance with the evolvement ofdevelopment concept and requirement of scientific concept of development. It describes the core content of the evolvement of development concept and requirement of scientific concept of development. The new train of thought, principles and transition direction of industrial policy on the base new concept of development are made clear. The clear train of thought, gross policy profiles and development direction of China's industrial policy in new era are expounded.Fourth, this thesis proposes the connotation, system and main content of the new industrial policy. The connotation of the new industrial policy is defined and the definition of new industrial policy is put forward. The new industrial policy is described by the diamond system. The key directions and main content of new industrial policy's structure, organization, distribution, technology, and security are suggested, which are the vertical system of the industrial policy. The adjustment direction and policy content are put forward in support of the national strategies. These strategies include new industrialization way and urban-rural harmonious development, which are the horizontal system of the industrial policy. The new industrial policy is constituted under new era, new train of thought and new system structure.Fifth, this thesis evaluates the selection of the leading industry by models such as the fuzzy Borda model. On the base of the new industrialization and polling strategy, policy effectiveness evaluation models are constructed with ANN method. The analysis of the affecting, selecting and effectiveness of industrial policy is strengthened from the qualitative and quantitative point of view.Sixth, this thesis points out that the industrial policy is not all-round system, demonstrates the path of the deciding the new industrial policy, verifies the industries selection and key points of policy enactment. From the viewpoint of general systems optimization, this thesis indicates the objects of industrial policy from the applied term, the applied method, the relation of applied principal part, and the coordinate policy. It is stressed that in order to keep industrial policy's effectiveness, it should be in accordance with other policies.
