Study On The Current Level And Countermeasures Of Coordinating Urban And Rural Development In Chongqing City

The strategic thinking of coordinating urban and rural development (CURD) was put forward in the 16th National Congress of the Chinese Communist Party. This is a significant strategic decision made by the CPC Central Committee according to the characteristics of the times and major social contradiction in the development of economy and society of China at the new stage of the new century, which aims to break through China's urban and rural dual structure, to achieve a sustainable, quick, and healthy development of the national economy, and to comprehensively build a well-off society. In June 2007, Chongqing city was officially approved as a national coordinating urban and rural integrated supporting reform pilot area, and this requires Chongqing, on national economic and social development as a whole, to investigate and solve three agricultural issues, change the traditional concept and practice of heavy urban, light rural "urban and rural separate governance", comprehensively push forward reforms in various fields, make an initial breakthrough in key areas and key link and make bold innovations, form institutional mechanisms for CURD, promote coordinated economic and social development of urban and rural areas, and play an exemplary and leading role in deepening reforms and achieving scientific development.The study in this thesis is guided with the spirit of"comprehensively building a well-off society"and"coordinating urban and rural development"of the 16th National Party Congress, and is based on related theory for CURD. It makes comprehensive use of knowledge and principles of development economics, regional economics, institutional economics, agricultural economics and econometrics. The present thesis, on national economic and social development as a whole, applies theoretical analysis method to comprehensively expound the necessity of CURD and its practical significance. With empirical research methods, statistical data samples from Chongqing municipality and its 15 districts are utilized to compute the level of CURD index with a model. Then main factors affecting the CURD in Chongqing are found by correlation analysis. This study also uses standardized analysis to describe the content of CURD and construct CURD mechanism, and puts forward ideas and countermeasures for CURD.This thesis has six parts. Part 1 is the Introduction, which describes the background, content, significance, as well as methods, technology roadmap and innovations contained in this study; Part 2 presents progress in theoretical study of CURD and related studies at home and abroad, and describes the connotation and theory of CURD; Part 3 shows current basis of the CURD in Chongqing and urban-rural gap, analyzes current basis and faced obstacles, and finds reasons for such basis and obstacles; Part 4 evaluates the level of CURD in districts and counties in Chongqing. It first introduces principles of constructing index system of CURD. Then it computes with statistical data the index level of the CURD in districts and counties in Chongqing, finally it finds out main factors affecting the CURD in Chongqing and analyze them through correlation analysis method; Part 5 devotes to ideas and countermeasures of the CURD in Chongqing, and proposes, according to empirical analysis, countermeasures and measures of vigorously developing the county economy, improving rural public goods and public services, effectively solving the problem of employment in rural area, and accelerating the urbanization process; Part 6 is the conclusion of this research. It also outlines the drawback of the research and suggests possible ways for future research.In summary, this thesis expounds comprehensively the connotation and features of CURD, and makes innovations in many aspects such as theoretical investigation, quantitative analysis, correlation analysis of major affecting factors as well as study of countermeasures for CURD. It helps people to understand deeply the connotation of CURD, calls for attention to issues of CURD in ideology and ideas, promotes in-depth theoretical study of CURD. In practice, this thesis is conducive to better address urban and rural socio-economic development in Chongqing. The policy measures derived from this systematic study is highly targeted at the CURD of Chongqing.
