The strategic thinking of coordinating urban and rural development was put forward in the16th National Congress of the Chinese Communist Party and ranked first in the5"overall planning". At the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China, it was claimed that China has entered a new development stage which require nursing the agriculture by the industry and promoting rural areas through urban development. China has also entered the phrase of transforming traditional ways of agriculture, speeding up agriculture modernization with Chinese characteristics, eradicating the Dual Structure in Urban and Rural Areas and realizing economic and social integration in urban and rural areas. It is clear that the difference between the city and countryside must be lessened and economic and social development in urban and rural areas must be coordinated.Currently, economists broadly accept that urban-rural integration is the highest stage in the urbanization on the basis of developed productive forces and marked by urban and rural amalgamation. Hunan hasn’t enter such a stage, so the urban-rural integration in this essay is a gradual process and development objectives. The emphasis is on interaction and coordination between city and courtside in economic and social development, in order to speed up the integration between urban and rural areas in Hunan Province on the Initial stage.Urban-rural integration as the main thread, based on the regional economics, corresponding theory of development economics, institutional Economics, econometrics and information science, this study focus on evaluating general level of urban-rural integration in Hunan Province and analyzing regional structure. This study strives to evaluate urban-rural integration in Hunan deeply and utterly.The general level of urban-rural integration in Hunan Province is assessed by using the PCA method. With the ideas of system analysis and comprehensive evaluation, it is concluded that Hunan is on the initial stage of urban-rural integration currently and the main problems and restricting factors that confront Hunan now are pointed out. This essay then investigates regional structure of14cities in Hunan Province by constructing evaluation index system which includes subsystems of economy and society. By the use of Factor Analysis, The urban and rural integration of Changsha City in Hunan Province14city (state) in the first place, Zhuzhou, Xiangtan and Huaihua is slightly lower, respectively, arranged in second to fourth.the4prefecture-level city in Hunan province tform the integration of urban and rural development in the first echelon. Hengyang, Yueyang and several other cities is relatively low, and their score is similar to growth, but has big regional gap with the first echelon formation, they form the second tier of balancing urban and rural development. Several prefecture-level city in the northwest and southwest of Hunan, such as Changde, Zhangjiajie, Shaoyang, Xiangxi Autonomous Prefecture and Yongzhou is significantly weaker than the other cityOn the basis of normative analysis and positive analysis, this study put forward development concepts:strengthening province through industrial development, improve the urbanization level, promoting intra-county economic development, and accelerating modern agriculture. The suggestions and measures are raised as well.In the sum, this study explain clearly the concept and contents of urban-rural integration in Hunan Province, evaluate the general level of urban-rural integration, analyze regional structure and summarize policies and measures. It has theoretical and practical significance.
