With the rapid urbanization in China, the demand to urban land is increasing continually. Urban use land is occupying its ambient lands, and the spatial shape is spreading out. Urbanization contradicts increasingly the protection of the arable lands. And the urban land utilization has the problems such as low efficiency, many unused lands and unreasonable land use structure. Urban use land's encroach is great.Urban land supply is the primary approach to urban land use management. Urban land supply will work on urban land use in quantity, structure and time. There are two kinds of modes in Chinese urban land use system. So paid delivery and volunteer transfer coexist in urban land supply system. Having been come from volunteer transfer, mostly subsistent urban lands have difficulty in entry to land market. And Chinese rural land requisition system makes it easy to gain low-cost construction land. So the urban land supply in China aggravates the urban lands extension expand. In China, administrative power is entitled to influence the supply on land market, there with local governments enlarge repeatedly urban land supply for their achievement. The analysis on land market in this paper shows that nowadays land supply has exceeded land demand in China.After having rectified land market and controlled macro economy in 2003, Chinese land market and real estate market maintain growing quickly. It made out that control measures couldn't balance the supply and demand in land market. The house price is keeping on rising. The control mechanism of Chinese urban land supply gives priority to administration plan, which needs the base on the rational and effective decisions of governments. In the rapid developed society, correct reaction soon to changed market demands on catching market information timely with advanced technique. We should reform radically Chinese urban land supply system, and innovate the decision thinking, control mechanism, management technique of current urban land supply and management, or the times and times adjustments can only keep the temporary stabilization and prosperity of land market. Therefore, to regulate land market, urban land supply should be dominated at first; to improve the efficiency of urban land supply, the management to urban land supply must be intensified above all.This paper regarded land supply and its management as a whole system for the first time. Based on manifold methods of standard and practical, qualitative and quantity, analogy and contrast, and using the success of foreign land supply & management for reference, the studytry to find out the bugs inside system and bring about countermeasures through probing into present problems.Including eight chapters, the contents of the dissertation can be divided into three parts as follows:The first part (Introduction) includes study background, development of relevant researches, study path, methods, contents and innovations. The second part (from Chapter 2 to Chapter 4) is about the relevant theories preparation and analysis on problems, In this part, discussing the factors of supply exceeds demand and the impact of urban land supply & management to urban land sprawl, this paper points out the bugs of decision, supply and control mechanism and manage technique, by the analysis of Chinese urban land supply system and its management effects. The third part (from Chapter 5 to Chapter 7), which is the innovation of this dissertation, gives the thinking to reform Chinese urban land supply & management system, and conceives of a new model of urban land supply. The important portions of urban land supply & management system, such as the supply decision, land-banking system, and supply management technique, are also studied to be perfect. The last part (Conclusions) summarizes the main conclusions drawn from the study, and generalizes the lacks of this dissertation.
