China's current economic and social development has entered a new historical stage in which urbanization, industrialization was the main process. However, various tough problems are becoming increasingly prominent in the process of development. Under the constraints of ecological balance, scarcity of resources and policy environment, urban land using is one of the issues to be studied eagerly. Limited supply of urban land determines the intensive use of urban land. The limited land supply requires that people rational plan, integrate and intensive exploit land resources, in order to obtain coordination and sustainable development of economy, society, population, resources and environment. Currently, it is right moment to study the issue of intensive use urban land. However, a complete scientific system for this area has not been established. Scholars start out from different disciplines, and less comprehensive study to be conducted. It was found that the theoretical research deviate from reality, strategies based on the theoretical studies did not match the local conditions, the proposed program are mostly pointless, and meaningless reference to the practice issues.Based on above, theoretical analysis and empirical research is to be used in this paper. From large-scale systems which covered economic, ecological, resource, administrative, regulatory and social theory, in-depth analysis of the intensive use of urban land was conducted. First, using literature research methods, carding associated with the development of the theory of land use for the follow-up multidisciplinary research of economical and intensive use of land to lay the theoretical foundation. Then use comparative research methods, intensive investigation and analysis of conservation status of the foreign land, combined with the domestic research, find out the theoretical breakthrough. Secondly, on the basis of theoretical analysis, using game theory analysis of land development between local government and the central government, using the Nash Equilibrium of the balance to analyzes for business, and focus on the local government between land users to ham out the "two-way binding" mechanism. Again, for the economical and intensive use of urban land evaluation, evaluation of the effectiveness function, extraction method and index system of determining the weights were used. Finally, empirical research method targeted analysis of economical and intensive use of land in Hefei, Anhui, and then coping strategies are given.The main contribution of the paper:First, the method of multidisciplinary was used in urban land conservation issues. Break the traditional single-disciplinary research approach, and combines economics, geography, planning sciences, ecology, environmental science, management science and other subjects of study. It was obtained that economical and intensive use of urban land should be analyzed in many aspects, consider the variety of factors, and build multi-dimensional control system. A new branch Of land science is conducting, focusing on land intensive use.Second, introduced the "two-way binding mechanism" of intensive use of land conservation and build a bridge between theoretical research and practical operation. Economical and intensive land use is not just the issue of land planning and landholding transform design, planning should also be in-depth analysis before and after the land-saving factor. Using game theory and contract theory in the process of land development, then it was conducted that the "two-way binding mechanism" was introduced to handle multi-body impact on land use and in-depth analysis of land, after the intensive use of land planning issues.Third, building a complete evaluation system and potential analysis system for economical and intensive urban land; other short-term use of land use and long-term development issues was comprehensively studied. Intensive Land development should not only include the use of outcome assessment, but also enhance the potential of land-use analysis. This paper will evaluate the potential research and combination of economical and intensive land in Hefei for the empirical analysis, and also conduct a national experiment.Fourth, based on empirical findings, the new strategies were proposed for conservation and intensive use of urban land. According to the results, from the concept, planning, mechanisms, use innovative measures of decision-making and development model to improve the intensive use of urban land.
