Urban land reserve system, created in the late 1990s , is a system innovation in urban land management area under the background of Chinese economic reformation. It is a land management system formed in the course of using land system reform, land market development and state-owned enterprises reform. As a new thing, it is confronted with not only the risk of macroscopic environment such as regulation, policy and so on, but also the risks of funds, systems, project operation and so on. In 2003 Chinese macroscopic economy started to shrink and the risk the organization of land storage was confronted with enlarged further. It is necessary for the continuous development of land storage organization to intensify the operation competence of land storage organization and to perfect the regulation system of land storage. This thesis puts forward precautions and controls suggestion of risks the land storage system may be confronted with, measures and calculates the debt scope that government can tolerate and scientific methods of land supply planning. The main conclusion includes the following four aspects:distinguish four different risks from land reserve institutionAt present four risks the land storage organization is confronted with are policy and regulation risks the imperfection of macroscopic regulation and policy increased, system risk the imperfection of urban land storage system brought, fund risk the simplicity of financing channel and fluctuation of real estate market increased, in the operation of specific project, the project operation risk because of insufficient experience.put forward the suggestion for responding all risks' policy and strategy.To the risk of policy and regulation, national legislature should perfect the relevant laws and regulations. To the shortcoming of land reserve system, the thesis pointed that local people's congress made the local regulations on the premise it didn't clash the upper laws. Increasing the financing channels of urban land reserve institution and adopting many kinds of financing modes decreased fund risk. To decrease the risk of land purchasing storage, the thesis summarized the risk management experience of foreign public project operation and put forward the responding strategy of risks land storage organization was confronted with at the different stages of real estate period.? measure and calculate torerable debt scope on the viewpoint of government sideAccording to three indexes of debt dependence rate, debt repaying rate and debt burden rate, the debt scope should be controlled in a way that income and expenses structure is reasonable, and finance income is in a normal relation with GDP. On the principle of solidity, debt scope should be consistent with the least and adjust with the change of the data such as GDP.? put forward the scientific compiling method of land supply planLand supply plan should satisfy with the reasonable requirements of economy development and city development. Supply plan should base on the reasonable forecasting of requirement. This thesis put forward the scientific compiling method of urban operative construction land requirement and forecasted the reasonable requirement of operative construction land.
