The Study On Economic Structure In Ethnic Region

This dissertation, based on clarifying the fundamental theories of Economic Structure, provides an overall analysis on the history of economic structure transformation, and the status quo of economic structure in Ethnic Region. After accounting for the main causes that lead to the structure change, the paper offers an in-depth study of issues concerning economic restructuring in Ethnic Region, including the theoretical foundation, the goals, the notion of restructuring, and the measures of economic restructuring as well.Firstly, an economic system should be studied as a whole according to its characteristics. Thus, every part of this system and each element of the system should be taken into account. Consideration also needs to be given to the economic system as a layered system. We should study its macrostructure and its microstructure. Therefore, a complete economic structure ought to include industrial structure, spatial structure, institutional system, the economic organization and its structure, the market and its structure.Secondly, in this dissertation, the general law of how economic structure changes from lower levels to higher levels is concluded. The inner mechanism and the external impetus that cause this change are also studied. As to the inner mechanism of this change, it is regarded that division of labor is the main reason that causes economic restructuring. The evolution of economic structure is the outcome of the development of labor division in time dimensionality and in spacedimensionality. The interactional mechanism between division of labor and the market forms the inner mechanism of economic structure evolution. Economic structure is also impelled by external impetuses, such as regional contact and government activities. These external impetuses can work through influencing the market and division of labor.Thirdly, through analyzing the history of economic change in Ethnic Region, the author summarizes the status quo of economic structure in Ethnic Region, and draws some conclusions as below:The economic and social development of this region is at lower levels, and industrialization has just begun. In industrial structure, the primary industry occupies a big proportion in the composition of the Gross Domestic Product, but its quality is not so good. The second industry has serious problems in its inner structure. As for the tertiary industry, apart from tourism department, the others all have big gaps compared with China's other regions. In spatial structure, the economic activity in Ethnic Region is separated and with lower density. The development of cities and towns in this region is far behind its industrialization. In institutional system, the formal institutions are changed by government power, and characterized by copying the Inland regions of China. The informal institutional system is faced with the dilemma of "tradition" or "modernization".Fourthly, after a retrospect to the course of this region's industrialization, and a clarification of the arguments about Ethnic Region's industrialization, the writer brings forward a new notion as to how to promote Ethnic Region's industrialization. That is: to create the basic conditions for economic transformation as jumping-off, paying attention to handling properly the relationship between human and nature, between industry and agriculture, between city and village, between "people's wealth" and "region's development", to create inner restructuring mechanism by promoting division of labor and specialization, and finally fulfill industrialization.Fifthly, based on an analysis of the comparative advantage in Ethnic Region, the writer gives some suggestions on how to select the main industrial departments inthis region. It is regarded that the modernization of agriculture, the restructuring of the second industry, the big jump of tourism, the fostering of industry system with local features and the development of the hi-tech industry should be paid more attention to.Sixthly, based on a correct understanding of the evolution of this region's spatial structure, and according to the related theories, the author brings forward an idea about the space exploitation of Ethnic Region. That is: to foster the growth pole as the pivot, to centralize the population as the basic task, to centralize the economic activity and promote the development of cities and towns as the support, to promote internal migration as the main means to fulfill the space centralization in Ethnic Region.Seventhly, the article offers a discussion on the problems in reforming economic system, such as the development of non-state economy, the adjustment principle for formal institutional system, the regulation of regional economic policy, etc. After that, close attention is paid to the religion in this region, which is the most important aspect of informal institutional system in Ethnic region. The dissertation argues that ethnic religion must meet the need of the market, and the religion should make the market ethics as its soul. However religion is not easily changed, it is necessary to preserve the traditional form of Ethnic religion while modifying its spirit.Lastly, as external impetuses of economic restructuring, regional interaction and government activity play an important role. Because of the weak relationship between Ethnic Region and other regions, and because of the lack of inner propulsion, government activity becomes the most important force that promotes economic restructuring in the region. And it is necessary to change the mode in which it works in order to improve its efficiency. On the other hand, a close and impartial regional relationship is helpful for Ethnic Region.
