The mineral resources played a very important role in the economic developmentin Northeast China. However, in recent years, the non-ferrous metal resourcesreserves in some main mines have been decreasing rapidly. As a result, manyresources-related cities are facing difficulties now. So, it's urgent to seek andconstruct new national non-ferrous metal bases in Northeast China to revive those"old industry bases".As one of the main metallogenetic belts in China, the Great Xinggan MountainsArea (GXMA) in Northeast China has well-known ore-forming potential ofnon-ferrous metal resources. In order to develop GXMA as a new national resourcesbase, a series of parameters, including location, geological background, mineralresources potential, environmental impact, should be studied comprehensively. Forthis purpose, the author analyzed the supply-demand situation of mineral resources inNortheast China, the previous geological work in GXMA, proven resources reserves,current status of mineral resources development and utilization, mineral potentialprediction, as well as environmental impact, pointed out the importance andfeasibility of the construction of a new national non-ferrous metal resources base inGXMA. At the same time, the author also put forward some suggestions on it.1. Collected and analyzed the current situation of geography, economic andsocial development in GXMA, resources demand derived by economic development,mining camping distribution and output in Northeast China. Pointed that theconstruction of a new national non-ferrous base in GXMA is of great importance andsignificance, which can guarantee the state resources safety, revive so-called "oldindustry bases" in Northeast China, boost the economic development in the east partof Inner Mongolia, as well as make more efficient use of abroad and domestic mineralresources.2. Made clear that the previous geological work in GXMA were very limited,lower than not only that of the average of the whole nation, but that of Russia andMongolia by contrasting the work degree of geological investigation, mineralresources exploration, the application of advanced exploration technique.3. Studied the development and utilization situation of the proven mineralresources, concluded that the production ability in GXMA is lower than the average ofthat of the present 9 national non-ferrous metal bases, and the proven resourcesreserves are in serious shortage because of some reasons, such as low explorationdegree, low ore grade, as well as some difficulties in mill and smelt process.Therefore, more mineral resources exploration, development and other work shouldbe done for the construction of a new national resources base in GXMA.4. Some detailed studies on ore-forming prediction and mineral resourcesassessment in GXMA had been done on the base of analyzing regional ore-formingpossibility, new founded mineralizing abnormity and clues, exploration achievementsand highlights in recent years, and contracting resources potential with neighboringcountries. The results showed that the mineral resources potential in GXMA is veryconsiderable. It's worthy of further extensive investigation and exploration ofnon-ferrous metal in GXMA.5. As to the study of current ecological situation and environmental impactprediction, it's showed that the ecology environment in GXMA is relatively weak ingenerally. Although only little negative impact should put on ecological system duringthe construction of new national non-ferrous metal base, the environmental protectionshould be emphasized.6. Put forward the primary idea of construction a new national non-ferrous metalbase in GXMA, and discussed the possible construction model and distribution of thenew base.The author participated as one of the head researchers in the study project "Themineral resources potential prediction and environment impact analysis in the GreatXinggan Mountains Area (GXMA)". This article is finished on the base of theachievements of this project.
