Research On Human-centered Core-tech Capability Of Enterprises

In allusion to the actual activities of small-sized technology enterprises in our country, this thesis is going to discuss the theoretical system and feasible methodology suitable for integrated human-centered enterprise management analysis, and it conducts experience research and reviews the key inherent issues existent in the small-sized technology enterprise growth. First of all, the actual meanings of enterprise capacity and core-tech capability are proposed, and the human-centered core-tech capability system and its management framework model are defined through the discussion of characteristics and factors for core-tech capability of small-sized technological enterprises. The four dimensionalities for the description of enterprise capacity are resources, strategy, activity and results. The enterprise core-tech capability is the key and related technologies and their coordination capacity existent in the whole process of core product manufacturing and service. The actual meaning for the core-tech capability of small-sized enterprises is the capacity for the whole process of new strategic product development and service and key steps, and it should be describes from the four basic dimensionalities of the enterprise capacity. Human capital accumulation is the crux of learning and innovation for small-sized enterprises. Human-centered core-tech capability means mainly the capacity that small-sized enterprises create, integrate and reconstruct their competitive technology and seek for their strategic missions through the human capital management activities. The management factors constituting the human-centered core-tech capability are: (1) key resources and their combinational factors, including human capital management and physical technology system; (2) strategic and dynamic factors, including strategy option and core rigidity; (3) substantial activity factors, including mainly the capacity for R&D process, volume production and marketization; (4) comprehensive result factors, including product quality, technological innovation level, strategic new product developing speed and development benefits. Human-centered core-tech capability is an extension to Barton's core-tech capability system. Human capital and management are the dominant factors and central content of human-centered core-tech capability. Secondly, a new thought for human-centered system analysis of small-sized enterprises is proposed, and the basic theoretical system, system analysis framework and analytical methods are created of enterprises human capital management. The system analysis should be made to the human-centered core-tech capability from the basic viewpoint of human capital management. First, it is proposed that the enterprise human capital management is an integrated analysis method for enterprise human management, embodying the integrated management process of the definition, explanation and solution of key enterprise issues related with human. The general characteristics, factors, management methods and content for enterprise human capital management and its research content are discussed. The content of enterprise human capital management includes the creation of direct connection of strategy with actual enterprise activities by means of system analysis, the definition and decomposition of integrated enterprise strategy issues, the gradual definition of actual human management issues, the design of their solution and implementation. The system analysis is a basic step for human capital management. Next, a human-centered system analysis framework facing the enterprise issues is created. The system analysis method of human capital management should be discussed and the key enterprise issues related with human and human behavior should be addressed from the aspect of the integrated enterprise actual issues. Therefore the starting point for the analysis methods of enterprise human capital management is to define, explain and solve key integrated enterprise issues related with human. The process analysis for enterprise activities, individual behavior analysis, human capital content and accumulation analysis and integrated analysis of behavior way and management mechanism constitutes its main content. By means of system analysis method of human capital management, the adjustment of process-behavior management, human capital accumulation and human management system forms an organic whole from strategy to actual activities, making it the base and source for enterprise core capability created with human capital management.Finally, the concrete content of system analysis method for enterprise human capital management is put forward. The process analysis aims at the definition of individual behavior process and behavior event, including the definition of task process and its management process, mode of analysis process and the ability of evaluation process. On the basis of this, behavior analysis defines the individual-oriented key behavior event and its influence factors, including integrated factors analysis, individual human 'capital'analysis, group behavior analysis and management mechanism analysis. The main influential factors and influential approaches are defined through factors analysis to explain and define the original issues and discover further issues. The enterprise human capital analysis discusses the constituent elements of enterprise human capital, the content and analysis method for the accumulative content of enterprise human capital and its accumulation process, human capital for technical enterpriser and so on. The key factors affecting individual behavior i.e. ability and learning are analyzed from the aspect of enterprise human capital accumulative content and accumulation. The enterprise management mechanism related with human is an important factor affecting individual behavior. Relying on the observation of the behavior activity how people to solve problems, behavior way and management mechanism analysis addresses the management factors affecting behavior from the aspect of system integration of enterprise management. Thirdly, comprehensive case studies from different aspects are carried out by taking advantage of the established system analysis framework for human capital management theory and methods. A typical enterprise activity is carefully observed and surveyed to analyze the key issues of small-sized technology enterprises resulted from the creation of core-tech capability with human capital management. The survey shows: (1) the primary integrated issues that enterprises confront are the quality defects and decreased efficiency associated with product development and volume production. The technical ability and management and communication ability of project decision-making persons and primary researchers along with their technical preference and intention of short-term benefits are the main influential factors that lead the product quality fluctuation and time delay. (2) the human capital accumulation mode of individual privity in small-sized enterprises is a key restricting factor for the core-tech capability creation with enterprise human capital. (3) the imperfection of integrated management in small-sized enterprises is a prominent issue for core capability cultivation in the period; the culture amalgamation and the successful command of cooperation ofthe technical enterprisers are key factors for survival and development of the small-sized enterprises. (4) the innovative ability of the enterpriser especially the right option of enterprise growth mode is a fundamental growth factor of small-sized enterprises. However, the technology-centered thinking way of technical enterprisers maybe become the key restricting factors when enterprises construct their core-tech capability in both contract and operation. With the gradual expansion of enterprise scale, the imperfection in management flow and mode will increasingly become the weak points for the dynamic core capability formation in the preliminary growth period of small-sized enterprises. The small-sized enterprises should consider the necessary enterprise capability to attain the whole core-tech capability and persistent competition advantage while constructing its key technology capacity. Fourthly, the feasible ways of integrated human-centered core-tech capability system are discussed. An index system and evaluation method suitable for the comprehensive evaluation of human-centered core-tech capability in small-sized enterprises is developed and combined from the aspects of practicability and validity. The evaluation of enterprise core-tech capability is a rather complicated issue. According to the theory in this paper, it ought to be evaluated from the aspects of resources and their integration, key substantial activity, the comprehensive results for products and service, strategy and dynamics and so on. According to the whole framework and problem arrangement defined with theory study and the results from cases study along with the already established achievement for enterprise evaluation, an evaluation index suitable for human-centered core-tech capability in small-sized enterprises is designed and further confirmed through expert consultant program, and an index system for demonstration study is finally defined. A integrated evaluation process is designed by adoption of AHP, fuzzy evaluation and Hui evaluation. Quantitative investigations are conducted to four sampled enterprises, the evaluation results from two approaches are validated. The results shows it has an excellent evaluation effect. Fifthly, the human-centered core-tech capability in small-sized technology enterprises is demonstratively surveyed in the approaches of integrated evaluation and quantitative comparison. The effect of human capital operation on core-tech capability and management strategy are analyzed along with the growth process of technology enterprises from a broader angle of view.The comprehensive evaluation results show: (1) the prominent advantage of core-tech capability in small-sized technology enterprises is the advantage of human capital accumulative content, new product development pace and technological innovation advantage. The distinct inferiority lies in interior human capital accumulation, standardized integrated management mechanism, the quality of new product development and benefits. (2) The evaluation value of human capital system index for leading enterprises in the overall ranking of core-tech capability is correspondingly high, this confirms the key effect of human capital and management on core-tech capability to a certain extent. (3) The comprehensive human capital accumulative content for the evaluated enterprise is high, however, the product quality is universally low. This reflects non-standard management system prevents the human capital potential from playing its role and meanwhile results in distinct deficiency of human capital accumulation. This also reveals that human-centered standardized integrated management is a prominent factor restricting the growth of small-sized technology enterprises. (4) the comprehensive evaluation results show that the comprehensive index for leading enterprise in all the main index ranking will be in the leading place, thus further confirming the importance of reasonable matching of core-tech capability with other necessary enterprise capacity. Human capital operation involves human capital management, recombination, integration and expansion and other aspects, it plays the fundamental role in the construction of core-tech capability in small-sized enterprises. The stage characteristic of enterprise growth affects the emphases of human capital operation, thus resulting in different influence on core-tech capability. In the preliminary growth period, the main task for the enterprise is to learn management and operation and create core capacity with long-term operation stability. The important strategy to evade human capital risk is to consummate the business cost accounting system of enterprise human capital and carry out Employee Stock Ownership Plan. At the same time, integrated innovations should be made to the interior operation mode of small-sized technology enterprises based on human-centered management concept, this includes the creation of human management plan compliant with enterprise growth characteristics and integrated management mode harmonious with the interior environment and marketing environment. The actual growth for enterprises is the result of multiple integrated factors. The capacity of material capital operation is one of the most important matching capacities of core-tech capability. Exterior factors such as market, society and economic environment also affect the cultivation and construction of core-techcapability. The survey shows the market exploitation is another difficult problem facing some of the small-sized technology enterprises besides technology, human and capital. In order to attain sustainable growth, the first thing to do is to gradually accumulate key resource capacity of enterprises by means of human capital management and operation, strengthen R&D, production and marketiztion capacity and achieve excellent performance of new strategic product development with integrated process capacity. Attention should also be paid to exterior strategy such as macroeconomic policy, international and domestic market competition and industrial development tendency. The integrated theory and methodology system of human-centered core-tech capability put forward in this paper incarnates the discussion of integrated analysis concept. Compared with the established theory and methods, it incarnates distinctly the features of integrity, practice, humanism and flexibility. It integrates all the aspects of enterprise analysis from strategic management theory to practical enterprise activities, thus establishing the direct connection of core-tech capability with routine enterprise activities and turning it into manipulable management target. Although the starting point of this research is based on the preliminary observation of small-sized technology enterprise status, the fundamental principle applied is universal and suitable for the complex problems analysis of other types of enterprises. Based on this framework, overall survey could be made to enterprises concretely and integratedly, and comprehensive cognition could be acquired of the existing complex problems. The theoretical investigation in this paper is an attempt to integrated human-centered enterprise management. Another feature of this survey is to integrate and make use of the theory and methods in different discipline and fields. The author wants to widen the view of theoretical investigations and put forward some new ideas, make the section of experience research attain relatively new theoretical view and research methods, and provide reference for colleagues of the same trade. The author also hopes the conclusion of case study and demonstration study provides some hints for the growth and development of small-sized technology enterprises and technical enterprisers in our country. The fundamental theoretical issues and system analysis approach of human capital management and human-centered core-tech capability are preliminarily discussed from the aspects of operation and practical issues in small-sized technology enterprises. Farther demonstrative investigation and solution to human-centered core-tech capability management will be continued research topicsfor the future.
