In this era of knowledge and information,SMEs will face more intense competition in the market. Core competence, rooted in the use of knowledge and innovation skills , is the foundation for long-term competitive advantage,and the staff is the source to develop and enhance core competitiveness because business knowledge and skills are invisible and the carrier is the company's staff。Human resources are the first resource of the social and economic development,the competition among enterprises is no longer the competition of a simple material,capital and technology,but competition for talent,so the training of human resources is the core competitiveness of SMEs in the key factors。How do small and medium enterprises form core competitiveness of enterprises through human resources development,effective integration of human resources into full play the role of human resources and keep your business strong vitality becomes a major issue faced by business managers。Gulf Economic Zone the development of SMEs has become an important part of the national economy,and promote economic development,regional stability and has an important role。At present,SMEs exists for human resources development concept behind the method is single and has not enough attention to other issues。This selection of SMEs for strategic human resource development research aiming at human resource development for SMEs finds the problems,analyzes the causes of the problem,puts forward measures to improve and establish a scientific,flexible and effective human resources development system,give full play to human resources initiative,creativity,cohesion as the core competitiveness of enterprises, in order to promote the sustainable development of enterprises of great significance。In this paper,the development of the northern Gulf Economic Zone is the research background , domestic and international human resources development and core competence theory and best practices research and analysis, investigation and analysis of human resources in the northern Gulf Economic Zone status。Human resource development for SMEs through the current situation and problems of in-depth,systematic,scientific analysis,that affect the internal and external factors of human resource development and human resource development and the relationship between core competence,defined the core competitiveness of enterprises is the source of construction intelligence capital。Establishment of enterprise human resource development model of the pyramid hierarchical classification,from the different levels of knowledge structure further development of human resources build on the role of core competence and influence, the feasibility analysis and scientific proof of the measures of human resource development.
