In the competitive environment when the world economy incorporate, the small and medium-sized high technologies enterprises face many crises, they will bring serious affect to enterprises. How to measure the crises of human resource is needed to solve urgently. The purpose is to build the forewarning management system in enterprises for diagnosing controlling the crises.After study the characteristic of the human of the small and medium-sized high technologies enterprises and the management of human resource, and the defect of the management of human resource, the forewarning management system in enterprises for diagnosing controlling the crises is built by analyzing wholly. The system is built with organization and development and management. To make sure the number of forewarning, it uses the questionnaire by professor. Then it make sure the proportion, it uses the analyzing of layer and the questionnaire by professor. I analyze the condition of the human resource of the small and medium-sized high tech enterprises and describe the condition of the management of crises. Then analyze the other researchers'theories about this, and point out the problem. Then analyze the problem about the mall and medium-sized high tech enterprises human resource management of crises. Then I construct the model of diagramming and forewarning of the crises of human resource management of mall and medium-sized high tech enterprises, then discusses the modules of index system, and calculated the result. Last I analyze the application of the forewarning management system in the small and medium-sized high tech enterprises and how can settle the crises. It evaluates the system hazily. It validates the system by a small and medium-sized high technologies enterprise.Its achievement is building the forewarning management system in the small and medium-sized high technologies enterprises, it evaluate human resource management of the small and medium-sized high technologies enterprises reasonably and generally, it bring the precaution, it supply a good tool in order to improve the management level.
