The fundamental nature of the capital is toincrease the value of itself. The business activities, which put the increase of thevalue as their purpose, are so called capital operations. Therefore, for the state-ownedenterprises, along with their production operation, the capital operation is even moreimportant. The capital operation is the important part of enterprise activities under themarket economy, and the key for the prosperity of the enterprises. It is especiallysignificant for the business mechanism transform of state-owned enterprises. Thetransform from producing operation to the capital operation is the requirement of ourera, and the historical responsibility for the state-owned enterprises. This thesiscreated a theoretical structure of the capital operation system, which involves thelevels of principle, operation, and supporting mechanism;and constructed the basictheoretical frame for the state-owned enterprise capital operation. From the realsituation analyse to the theory study, from the operation methods to the key links, andthen though the exam of real operation, this research is the thoughtful theory systemof capital operation and very practical at the same time.The main innovation points in the research are as follows: constructed the theoryframe of state-owned enterprise capital operation,introduced the Game Theory intothe traditional Cournot Model and set up a cost idea of the capital utilization, set upthe optimisation goal for the state-owned enterprises capital operation, made anexcellent game policy for the state-owned enterprise capital operation, generated abusiness enter point analyse model and a profit assessment model for the state-ownedenterprise capital operation.Several quantitative and practical analysis models were generated in this thesisand good results were achieved in the real operation practices when these modelswere used.
