Currently, China is faced with huge demand of energy because economics grows with high speed, but the confliction between power industry with rapid development and environment protection is increasingly extrusive. Being an energy sector, power industry plays basic and important role in the economics development, but at the same time it has brought a series of problems because of environmental pollution. Waste water, exhaust gas and waste residue which were produced by power plants have caused severe destroy, especially by coal-fired power plants.This paper focuses on the problem of environment destroyed by coal-fired power plants, and in this paper power especially means coal-fired electric power. The research object of this paper is power-environment system, which is a subsystem of Energy-Economy-Environment system. How to deal with the relationship between power and environment becomes a key issue concerned to sustainable development. For the sake of rational allocating energy resources, avoiding"treatment after pollution", from government regulation perspective, it is imperative that power exploitation harmonize with economics development and environment.Firstly, this paper analyses the reason that confliction in power-environment system is increasingly extrusive, from pollution emissions of electric power industry and status quo electricity regulation. Then this paper summarizes coordination theory, domestic and foreign regulation theory and sustainable theory of power industry. On this basis, the developing state of power and environment in the past decade is analyzed using coordinated evaluation theory. The result shows that it is necessary to regulate the system with coordination regulation. Then from aspect of electricity regulation, using welfare economics theory, sustainable development theory and regulation theory, this paper analyses actual electricity regulation of China. Using the thought of finance sector for reference, it put forward a new parameterλwhich is concerned with economics regulation and environment regulation, and constructed a new electricity coordination regulation model to realize coordinated development between power and environment. The result of this paper shows that the situation of power-environment system is not optimistic in recent years. The new regulation model shows that when environment regulation sector and economics regulation sector convert from non-cooperation to cooperation, as is said Coordination Regulation, electricity price falls down, and output of generation plants increases, but then contamination per unit cuts down, so social welfare increases. Based on the above analysis, this paper brings forward that coordinated development between power and environment is achieved through constructing corresponding system of electricity coordination regulation, so as to guarantee sustainable development of the electric power industry.There are two innovative points of this paper:①This paper constructed coordination degree evaluation index system, using sustainable development theory, and the developing state of power and environment in the past decade is analyzed using coordinated evaluation theory, which put forward practical requirements to electricity coordination regulation.②This paper constructed coordination regulation target model, brought into"coordinated indexλ"for the first time, which reflects the balance between economics regulation and environment regulation under the new electricity regulation model. It has been proved theoretically that when environment regulation and economics regulation convert from non-cooperation to cooperation, as is said Coordination Regulation, output of generation plants increases, and electricity price falls down, but then contamination per unit cuts down, so social welfare increases. The research of this model theoretically proved that it has positive effect of electricity coordination regulation to the power-environment system so as they can develop harmoniously.
