The Impact Of The Government Of Human Capital On Regional Economic Growth

Since reforming and opening-up, the economic construction of our country has gotten great achievement that attracts worldwide attention, and each regional economy has got great development. At the same time, the performance of economic growth of our country is unbalanced obviously between the east and west regions. The imbalance of resource advantage and economic growth stick out more, " Shaanxi phenomenon " and " Zhejiang phenomenon " are its typical cases. In order to explain this kind of discrepancy, academe has different ideas and derives different development strategy of regional economies. This dissertation thinks that our country is being in important period of economic transition, and government is playing a major role. Government human capital has major influence on the performance of government. The unbalanced government human capital has close correlation with regional economies and gives effect to develop discrepancy. It is important to study the role of government human capital in the growth of regional economies deeply, which can make economic construction service better for the different levels governments of our country, reducing regional gap and promote regional economies fast. So the study of dissertation has major realistic meaning.The basic thinking way of this paper is to establish a general theoretical frame that government human capital promotes economic growth from the view of human capital theory and social capital theory.,and explains the reasons of " Shaanxi phenomenon " and " Zhejiang phenomenon ". The reason for leading into social capital theory is that social capital plays an important intermediary role in the influence of government human capital on regional economic growth. Although government human capital has direct contribution and indirect contribution for the increase of regional economies through two routes, government's nature and function have decided that government human capital can only contribute to economic growth inderictly. The mechanism of government human capital's indirect contribution is that government human capital relies on public power to pass for social capital accumulation, enlarge social knowledge, credit system and social network etc, which can promote the operation of enterprise human capital and the science and technology human capital indirectly, and also the development of regional economies. Without employing the social capital theory, we can not understand the mechanism of government human capital for the regional economic growth.According to inner logic, this paper may be divided into the 4 parts and 8 chapters. The first part is introduction and theoretical summary. Second part is theoretical part and it is the main part of this paper, in this part the author expands the intension of government human capital concept theoretically, researches the general feature and exclusive feature and proves the role of government human capital in economic growth The third part is the empirical study, which is the realistic support of government human capital theory.
