The three agriculture-related issues- the countryside, farmers and farming faced to our country recent years, will not only be related with the survival and development of 900 million farmers, but will influence the stability and harmonious of the whole China's society, and will determine the success or failure of the course of our modernization as well. It has not only been a critical problem to puzzle further development of economy in China but also has been an urgent problem to be solved.The vast area of the poor in our country is the regions by primarily as village economy, particularly as agricultural economy. The locations of them are remote and closed in, the economic and social development is relatively backward, and the number of the poor population is big. That how to solve the problem of eliminating poverty, even getting richer of the poor is directly related to the solution of the three agriculture-related issues thoroughly and the realization of the target to building a"XiaoKang"society overall, which means well-off in the broadest of senses, not only materially, but socially,. While the previously pro-poor development in the country was mostly concentrated to the field of agricultural production, to increase the income of the farmers in this field may be rather limited after more than two decades of the reform in rural area. And the effect of reducing or eliminating poverty in the industries of traditional agriculture, animal husbandry and forestry may not be obvious. Now great deal of investigation and research show that the distribution of the plenty tourism resource and the distribution of the concentration of the poor in our country are highly overlapped and the tourism resource are the most potential to compete in the poor area where they are more centralized in their distribution and more value in their quality. Therefore to combine tourism development and antipoverty may well be an effective way to try.In order to better understand its signification, the paper analyses the new task. PPT (Pro-Poor Tourism) that benefit to the development of the poor, on which it is focused recently by the international tourism academic field, and presents its related theory systematically. This means that any kind of tourism can be made pro-poor only if it generates net benefit to the poor (it may be economic benefit, or social or environmental ones).
