Study On The Problem Of Rural Poverty Management In X County Of Henan Province

The problem of poverty is a difficult problem that plagues all countries.Eliminating poverty is a common challenge facing the world.Our party and government have always regarded rural poverty as the focus of work and continued to promote the development of poverty management.After decades of efforts,China's rural poverty management has made tremendous achievements.In order to achieve China's first century-long struggle,poverty is a major obstacle to building a well-to-do society in 2020.Therefore,“eliminating absolute poverty” is the focus and difficulty of our country's party and government efforts.Accurate poverty alleviation is a major poverty management strategy put forward by General Secretary Xi Jinping in accordance with China's specific national conditions,and it protects China's poverty control work.X County actively responded to national policies and various measures to carry out poverty control work and achieved certain results.However,there are still some difficult problems to solve in the process of carrying out the work.X County is an important agricultural county in Henan Province.The effectiveness of its poverty governance will have a major impact on the development of poverty alleviation in Henan Province and even in China.This study takes the rural and poverty-stricken subjects in X County,Henan Province as the research object,applies the theory of precision poverty alleviation and collaborative governance,and adopts literature analysis and interviewing methods.The paper first elaborates on the status quo of poverty in X County from the aspects of economic development level,per capita income of farmers,poverty alleviation factors,and from the data obtained from the X County Poverty Alleviation Office,X County from the financial poverty alleviation project,poverty-relief team work style,infrastructure Construction and social security have carried out poverty control in four areas.At the same time,they have also achieved remarkable results in achieving poverty alleviation,improving the party's organizational capacity,improving infrastructure,and improving social security.Through interviews with Poverty Alleviation Office staff,poverty-stricken village cadres and poverty-stricken people,it was found that it is difficult for the poverty-stricken people in X County to extract caps,the main body of governance is simple,the phenomenon of returning to poverty is increasingly prominent,and poverty-stricken villages and non-poor villages are helping The main reason for the large gap is that the evaluation indicators for precision poverty alleviation are vague,there is a lack of collaboration between the subjects,risk of returning to poverty is high for marginal households,and the supply of help resources is unbalanced.In order to ensure that the well-to-do society is fully built by 2020,on the basis of this,combined with the actual situation in X County,this paper puts forward measures to improve the governance of poverty in X County from four aspects.First of all,it will try its best to establish a scientific and fair poverty exit mechanism,in which the exit standard for poverty is clearly defined.Improving the impetus mechanism for poverty exit,improving the risk prevention mechanism for poverty exit,and establishing a third-party assessment mechanism for poverty withdrawal are the important mechanisms;Secondly,actively promote multi-subject cooperative governance,establish a supportive system for collaborative governance,and encourage multiple entities to participate in poverty.Governance,the establishment of a unified information platform,and the role of supervision and coordination between the principals;We must establish a sound long-term mechanism for preventing and reverting poverty,including improving the return-to-poverty management mechanism,strengthening the social security mechanism,effectively improving the industrial poverty alleviation mechanism,and establishing an assessment and supervision mechanism;finally,we must improve the support mechanism from capital,infrastructure,and village cadres.The two sides started to develop in order to become a model for poverty alleviation in Henan Province,which has implications for the work of poverty control throughout the province and even the whole country.
