In this province, there are some former studies and achievements of domestic and foreign scholars about the telecommunication network benefit theory and its evaluation methods. However, some shortages still exist. The main shortages include the absence of hierarchies during the establishing of index system, the singleness of study objects, the shortage of entire network evaluation, the shortcoming of quantification analysis that focus on the social benefits, the poorly conceived study of influential factor and so on.The telecommunication network is a complex system of telecom. A completed telecommunication network includes hardware and software. Hardware is made up of the devices of the telecommunication network that includes terminal device, transmission device and exchange device. Furthermore, a set of rules and standards and another related set of management regulations are also required to change the static network into a dynamic and running well system. In another word, these make up of the software system of the telecommunication network. To describe the telecommunication network clearly, we can understand it from both horizontal and vertical aspects. We can classify the telecommunication network from target of service, movable / immovable users, signal form, bearer services, transmission media, zone of service, interchange mode etc. The telecommunication network services are the'products'and can be classified based on the standards of sense, user active state, communication objective, information media and network hierarchies. Besides of the common five hierarchies of goods and products, there are some complex relations among the different telecommunication network services.
