In recent years, with the development of theory and practice of supply chain, supply chain finance has received the attention of many scholars. In telecom industry, here are many stakeholders of the supply chain, especially the large number of small and medium-sized suppliers. Because of the limitation of small and medium-sized enterprise, it will have larger block in the process of financing. So the instability of the capital chain of small and medium-sized enterprise restricted the stable and sustained development of the whole supply chain, and as the core enterprise, the telecommunication enterprises have the ability and obligation to guarantee the stability of the whole supply chain flows. However, as the core enterprise, the telecom enterprises which choose what kind of way to participate in the supply chain financing and the returns to participate in the supply chain finance has been figured.In this paper, we study the performance level of supply chain financing. Combining with the development of the telecom industry supply chain, closely referring to the concept of supply chain finance and its application mode, and the existing research results and conclusions, we will construct the performance evaluation system of supply chain financing order of telecom industry with the balanced scored performance evaluation method. And combined with the domestic telecom operators enterprise of the a representative empirical analysis, we will use the structural equation to construct the evaluation model, analysis the effect of each index of core enterprise and provide the reference for domestic telecom operators in the application of supply chain finance busines.
