| Since the 1990s, the relation between technology, economy and the standardization has been day by day closed. Along with the globalization of economical development, the technological standard strategy has become the important methods that various countries develop international trade and industrialization of high and new technology. The developed country like European Union, US and Japan lock the economic competition strategy in the "the control" and "captures" international standards; In China, the technical standard strategy is receiving more and more attention of government, various institutions and enterprises. In particular, after our country joined into WTO, how to utilize the TBT agreement to protect oneself effectively, resist overseas product and technology has been suspended in front of us.The technical standardization is a system that associated with industrialization process system. Its function is mainly in reducing the transaction expense, the promotion of economy of scale and enhances economic efficiency and so on. In the recent ten years, along with the economical globalization and the development of information technology, the technical standard is highlighting day by day as the market competition strategic tool to the high-tech industry development influence. In 2002, the national science and technology workshop proposed that our country should implement the big technical strategy of "the talented person, the patent and the technical standard", the Ministry of Science and Technology has already made "the important technical standard research" listed as the Significant Special of the tenth planning of science and technology special.Our country is a great nation that in the rapid development, the technical standard system is imperfect, the technical standardization work still has many deficiency.
