Research On Jiangxi Province Human Resource Strategic Planning For Realizing Industrialization

Since the ninties of 20 century designing regional or national human resource strategic planning is the new trend in the field of human resource planning. This kind of applied research at home and abroad is just unfolding.This dissertation is a research on regional human resource strategic planning. Human resource strtegic planning (HRSP) is the theoretical and methodological foundation. Its purpose is to choose the economic and social development strategy for Jiangxi, and the human resource development strategic planning for realizing the regional economic and social development goal.This dissertation takes Jiangxi 's realizing industrilization 2020 as the strategic goal of regional economic and social development. At first it defines the concept "industrilization" by using the related industrilization theory and modernization theory and its appraisal index system, verifies the stage of Jiangxi economic and social development. Secondly, it scans the environmental factors of Jiangxi economic progress, analyzes Jiangxi economic growth and the economic growth pattern, reveals the opportunities and threats of Jiangxi economic progress and human resource development. Thirdly, it compares and analyzes the current state of Jiangxi human resource, the human capital contribution on three industries, indicates the problems of Jiangxi human resource development and human capital accumlation. Then it forecasts the human resource demands for realizing the goal of industrilization. And finally,it proposes the human resource strategic vision, human resource development goal, guiding principles and policies, and the counter measures.
