In China, per capita possession of natural resources is low, and environmental capacity is poorish. At present, economy grows rapidly, but natural resources in China can not overall support further sped-up economic growth of traditional industry civilization, and the situation of eco-environment is not better enough to bear continuous expansion of traditional production. In fact, to speed up carry out sustainable development strategy, and to transform the way of economy growing, that it is to say, avoiding exhaustion of resources and protecting eco-environment from deteriorating meanwhile speeding up the economic growth, is the time for China to start.By embarking on the history of being borne and developing of Eco-efficiency, on the basis of theories of relationship between economy and resources and environment, and theory of eco-economy, by using of analytic methods of deduction, induce, empiricism, combining microcosm with macrocosm, comparing,, setting up math-economical models, etc, aiming at"what is eco-efficient organization","why it is necessary to develop eco-efficient organizations"and"how to develop eco-efficient organizations", the thesis tries to systematically establish basic framework for the development of eco-efficient organizations in China.The thesis consists of four parts.The first part is on the inevitability, which consists of two issues, one is to study the necessity of the development of eco-efficient organization in China, the other hand is on the probability. Regarding the necessity, the research explains the service function provided by nature is basically necessary which can be merely replaced limitedly by products and services, and merely weakened limitedly.Meanwhile the development of eco-efficient organization in China is possible because the arising and it's degree of external cost of resource and environment is under the control, and strengthening and improving of resourceful and environmental sharing continually reduce reverse influence on resource and environment, and organizations that their profits grow and eco-load reduce are already universal.
