China Telecom after ten years of rapid development, the current into the djustment phase, China Telecom is the largest fixed-line operator, are actively transforming towards an integrated information service provider, and the transformation of business, ICT business as a key business transformation of China Telecom, China Telecom in the whole transformation plays a vital role in the process, because of in the transformation of ICT business is introduced to the business, telecommunications companies in the organizational structure, human resources and other aspects not perfect organizational structure, set up and optimize the existing organizational structure, to undertake and support during the transition to business development. Telecom transformation, how to optimize the telecommunications company organizational support for ICT business development, is the urgent need to address the problem of telecommunication company.Organizational change is based on the external environment and internal Circumstances change, timely take adjustments to the organization’s strategic, structure, systems, business Processes and culture. To enhance the organization’s core competencies and their own ability, in order to ensure business survival and healthy development of the Process, so organizational change is an inevitable trend to the development of enterprises.The team organization management of domestic and foreign research based, supplemented by the human resources performance assessment method assessment methods, with normative analysis, combined with the actual work experience, summed up the analysis of a large number of cases on the basis of, put forward to suit Xinjiang telecommunication operation business ICT project team construction method.This paper is divided into five parts. First through to the domestic and foreign telecom operators, the company of the system research, describes the organization structure on the basis of the theory and construction of enterprise organization system the important meaning. Secondly, through to the Xinjiang Telecommunications Organization Structure and organizational structure of ICT investigation and analysis, find out the ICT business development in the organization structure of the existing problems and the reasons, operation organization management principles and methods, combined with the actual situation of Xinjiang telecom enterprise, complete supporting business development organization structure, and puts forward some protection measures, support the normal operation of the whole system. Finally, the old and the new ICT organization system of Xinjiang telecom business development undertook comprehensive analysis and contrast, using data proved that the new system effectiveness.Hope that through this study, can provide similar enterprise’s business development to provide effective solutions for telecommunications, ICT business development to provide reference in theory and practice and help.
