KOERLE is a resource-based-citie's with low GDP and instable industrial foundation. so development of economy is necessary. Since conventional economy development mode dramatically damage environment and waste energy sources overly, the mode of development of circular economy is adopted to resolve contradictory between development of economy and environmental protection in KOERLE City. In this paper, we mainly studied and estimated the natural conditions, economic conditions for the society, population quality, and resource status in KOERLE City. From the estimation for the existing state, we have found the advantageous factor, limiting factor and open question to supply the reliable foundation for further project of circular economy in KOERLE City.The main methods of research:1 .One of the main methods is combination of the data collection and practical research from job site. From practical research in job site, we have found out the characteristic of natural environment in KOERLE City. Also from the data and material , we have found out the general situation of economy for the city. The enterprises were surveyed using questionary. High spot review was done for major trades and enterprises. Specific conditions, such as technological process, the mode of mass flow, energy flow and information flow, were investigated in the job site of major trades and enterprises.2. Some data was obtained from the method, which combined the consultation from certain experts and the investigation from documentation.3 .Based on the existing condition for KOERLE City, the first-hand data were analyzed by removing the falsehood and reserving facts.
